- Justification and Approval Document and Pictures Solicitation Number: F3A39G3240A001 Notice Type: Combined Synopsis/Solicitation J&A Statutory Authority: The authority for this proposed acquisition is implemented by FAR 13.501(a)(2) and section 4202 of the Clinger-Cohen Act of 1996. Contract Award Date: TBD Contract Award Number: TBD Synopsis: This solicitation is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by 87 CONS. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subparts 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; responses are being requested and a written solicitation will not be issued. REQUIREMENT: - An Oshkosh flightline snowplow sucked in a manhole cover and was damaged. (Pictures are attached.) This requirement is for the purchase of replacement parts to bring the unit back into operation. The parts needed consist of: BLWR,HS,PC,LCL.38,FI,UL 1 EA BLADE,T1,100X8.0X.50,REVERSE 1 EA LINER INSTALL,IMPELLER HSG 1 EA SKID PAD WELDMENT 1 EA SOLE SOURCE - The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, Oshkosh Corporation (Cage #45152) under the authority of FAR 6.302-1(b)(1). This is being sole sourced because Oshkosh Corporation is the Original Equipment Manufacturers (OEM) of the flightline snowplow and is the only known manufacturer for replacement parts. A determination by the Government whether or not to compete this proposed contract action will be based upon responses to this posting and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This solicitation is being issued pursuant to the procedures at FAR part 12 and 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Fac 2005-69, Effective 03 Sep 2013. There is no set-aside. The associated NAICS code is 423810 and small business size standard is 100 employees. The date of delivery is estimated to be 150 days ARO. The place of delivery and acceptance is Joint Base McGuire-Dix-Lakehurst, NJ. Shipping is FOB: Origin. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The evaluation procedures to be used is the basis of cost and technical acceptability. Offerers must be registered in the System for Award Management (SAM) as this provides Offeror Representations and Certifications. SAM's web site is: https://www.sam.gov/portal/public/SAM/ The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. All changes to the requirement that occur prior to the closing date will be posted on FedBizOpps. It is the responsibility of interested vendors to monitor the FedBizOpps for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. Offers are due at 87 CONS by 19 September 2013 @ 1200 (noon) Eastern Time.
