Description
This is a synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this requirement is PUR-13-0377. This solicitation is issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69. This requirement is issued as a total small business set-aside. The associated NAICS code is 316998, "All Other Leather Good and Allied Product Manufacturing". The small business size standard of this NAICS code is 500 employees. Background The National Transportation Safety Board (NTSB) is an independent Federal agency charged by Congress with investigating every civil aviation accident in the United States and significant accidents in the other modes of transportation -- highway, marine, railroad, and pipeline -- and issuing safety recommendations aimed at preventing future accidents. The NTSB investigative staff travels throughout the world to investigate transportation accidents. The NTSB staff must have reliable and durable luggage to transport personal belongings, documents, and equipment to and from accident investigation sites. Description of Requirement The NTSB has a requirement for: Line Item Number 0001: Quantity: 15, Brand Name or Equal Eagle Creek Switchback 26 Luggage. Color: Black. Period of Performance: 2 weeks after receipt of the order. Contractors shall include all delivery and shipping charges with their quote. The delivery point of F.O.B. Destination. Delivery shall be made to the NTSB Loading Dock located at: National Transportation Safety Board L'Enfant Plaza 875 Frontage Road, S.W. Washington, D.C. 20594 Payment shall be made via government purchase card. Basis for Award The Government anticipates issuance of one (1) firm-fixed price purchase order to the responsible Contractor whose quote that conforms to the RFP, will be most advantageous to the Government, price and other price factors considered, such that it provides the best value to the Government. Best value is defined as the lowest priced technically acceptable offer. In order to be considered technically acceptable, Contractors shall submit specifications with their quote that demonstrates their proposed luggage and warranty are equal to the luggage and warranty of the brand name identified herein. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the NTSB. Clauses and Provisions Federal Acquisition Regulation (FAR) provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Contractors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
