Description
The Department of Health and Human Services, The Substance Abuse and Mental Health Services (SAMHSA) and the Program Support Center (PSC) is seeking a qualified source to perform the following requirement Background: Youth and young adults suffer at increasing rates from prescription misuse in combination with mental and/or substance use disorders. The 2011 National Survey on Drug Use and Health revealed that 2.4 percent of persons aged 12 or older used prescription-type psychotherapeutic drugs non-medically. The young person's experience in recovery from mental and/or substance use disorders is significantly different than their adult counterparts. They also require recovery-oriented support systems that address their unique concerns and specific age demographic. As known from previous outreach initiatives and current SAMHSA data, most individuals who take prescription medications take them responsibly. However, the non-medical use or abuse of prescription medications remains a serious public health concern, especially with youth and young adults, and in addition to other mental and/or substance use disorders. This initiative supports two SAMHSA Strategic Initiatives: Recovery Support and Public Awareness and Support. The goal of the Recovery Support strategic initiative is to bring the reality of recovery to the millions of individuals and families while, fostering health and resilience, further supports the need and benefit of engaging young adults and subsequently their families as a result. The Public Awareness & Support Strategic Initiative is also supported in increasing the understanding of mental and/or substance use disorders as well as the breadth of resources available for young adults and their peers. In order to accomplish their goals, SAMHSA creates opportunities to join alliances with all levels of government agencies, the business community, recovery community, professional organizations and affiliates within the substance abuse prevention, treatment, and recovery fields, and mental health. These relationships help to foster support to spread the word about the possibility of recovery and the efficacy of treatment; as well as to eliminate disparities associated with mental and/or substance use disorders. Consistent with the National Dialogues on Mental Health launched by the White House in June 2013, this initiative will bring together universities/colleges' communities to interact about current issues and propose solutions from within the academia, about the misuse of prescription drugs and alcohol among youth and young adults. Purpose and Objectives: The Department of Health and Human Service (DHHS), Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT) intends to award a contract to support SAMHSA's effort seeks to: 1) engage the colleges' communities in a series of dialogues to identify additional strategies and policies within the academia, about the misuse of prescription drugs among youth, that can further the provision of behavioral health services and intervention for youth and young adults in need. 2) Record and report on the findings and proposed solutions 3) educate the participants about the breadth of materials that have been created and specifically target the youth and young adults to combat prescription misuse and mental and/or substance use disorders. Project Description: The initiative will reinforce the educational information and resources provided from all previous iterations of Talking about Prescription Medicine Abuse: A National Multi-Media Outreach Campaign Addressing Prescription Medicine Misuse by Youth ages 12-17 and Young Adults ages 18-25, with a specific emphasis on the college-aged population addressing prescription misuse among their demographic. In particular, this effort supports SAMHSA's Recovery Support and Public Awareness & Support Strategic Initiatives. Since youth and young adults benefit from materials tailored to their demographic, the customized materials can be tailored in order for educational institutions, peers, community members, and likely various others to adapt them as needed for their own training and educational programs. The contractor will utilize past relationships with Project Advisory Team (PAT) members, partnerships with the Association of Recovery Schools, and other recovery, mental health, and/or youth and young adult-oriented focused organizations and entities to develop and strengthen networks and conduct outreach. In particular, this effort seeks to: 1) engage the colleges' communities in a series of dialogues to identify additional strategies and policies within the academia, about the misuse of prescription drugs among youth, that can further the provision of behavioral health services and intervention for youth and young adults in need. 2) Record and report on the findings and proposed solutions 3) educate the participants about the breadth of materials that have been created and specifically target the youth and young adults to combat prescription misuse and mental and/or substance use disorders.
