Description

The purpose of this Presolicitation Notice is to provide notification that the Department of Veterans Affairs is soliciting directly to TopCon Medical Systems to establish a four (4) year indefinite delivery indefinite quantity (IDIQ) contract for the service and upgrades of VA's in-use inventory of TopCon Retinal Imaging Systems in 21 VISNs at over 300 sites nationwide. This action is supported by an approved Justification for Other than Full and Open Competition (to be posted separately). While the intent is to negotiate a non-competitive contract, capable interested vendors should email the Contract Specialist, Allen Smith at allen.smith@va.gov, on or before September 12 at 3:00PM to request a copy of the solicitation. Note that proposals will need to be submitted prior to September 16, 2013 at 12:00PM EST in order to be permitted to compete for this requirement.
