Description

J&A for Colt M4 Rifles The Department of Homeland Security (DHS), Customs and Border Protection (CBPS) intends to contract with Colt Defense, LLC for 209 Colt M4 A1's and 160 Colt M4 LE's. The statutory authority for use of other than full and open competition for this transaction is 41 USC 253(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements this is due to need for compatibility within CBP. The Colt M4 is currently the primary long arm (duty rifle) for CBP, as such all long arm training, tactics ammunition and accessories in the CBP inventory are based upon the Colt M4. See attached J&A for further information. A determination not to compete this requirement is within the discretion of the Government. This notice is for information only. This notice of intent is not a request for competitive proposals/quotations and no formal solicitation package is available. No award will be made on the basis of any proposal/quotation or other information received in response to this notice and this is a notification of intent to acquire supplies/services and not a request for proposals.
