Description
INTRODUCTION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is HHS-NIH-NIDA-CSS-2013-3133683 and the solicitation is issued as a request for quotation (RFQ). CONTRACTING OFFICE National Institute of Drug Abuse, Office of Management, Office of Acquisitions, 31 Center Drive, Room 1B59, Bethesda, MD 20892. Point of Contact: Lauren Phelps, Contract Specialist, Telephone: (301)-594-2490, Email: Lauren.Phelps@nih.gov ACQUISITION AUTHORITY This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5-Test Program for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69, dated August 1, 2013. The provision at FAR clause 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. Offerors must include a completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer. Contract Terms and Conditions - Commercial Items per FAR clause at 52.212-4 apply to this acquisition. Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, found at FAR clause at 52.212-5, also apply to this acquisition. The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement. SMALL BUSINESS SET ASIDE STATUS This combined synopsis/solicitation is not set-aside for small businesses and is available for full and open competition. PROJECT REQUIREMENTS The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisitions (SS/SA) Branch, on behalf of the National Institute of Mental Health has a requirement for two (2) Gray Matter 32-Channel Semichronic Microdrives with Deep Drive. Only this particular equipment is acceptable because the NIMH requires a 32 electrode semichronic device suitable for non-human primates and this is the only 32-Channel technology available in the marketplace capable of this. The following is required: 1. Two (2) 32 Channel Semichronic Microdrives (20) mm 2. Deep Drive option for both microdrives (i.e. 2) 3. MRI Based Skill Model for both microdrives (i.e. 2) 4. Rapid Prototype of Skull Model for both microdrives (i.e. 2) 5. Vertical Chamber System for both microdrives (i.e. 2) 6. Twenty (20) Bone Screws ANTICIPATED PERIOD OF PERFORMANCE The commodity shall be delivered within six weeks of award. EVALUATION CRITERIA The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and technical performance considered. RESPONSE REQUIREMENTS Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and must include: 1. Unit Price 2. List Price 3. Shipping and Handling Costs 4. The delivery period after contract award 5. Any prompt payment discount terms 6. Contractor Dun & Bradstreet Number (DUNS) 7. Contractor Taxpayer Identification Number (TIN) 8. Contractor Point of Contact Information All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. Small business certification must be included in the contractor's SAM profile if the contractor is quoting as a small business. All responses must be received by September 17, 2013 at 12:00 PM EST and must reference solicitation number HHS-NIH-NIDA-CSS-2013-3133683.
