- The United States Air force is seeking information from interested parties providing Modeling and Simulation (M&S) research, development, and support for space and cyberspace M&S tool research, development, and innovation, space and cyberspace M&S information research, management and integration. This work represents technical and support requirements in the areas of M&S research and development of space and cyberspace tools and authoritative data, web-enabled portal capabilities (SARP), and integration of all functionalities. Space and cyberspace M&S "tools" and web-enabled portal capabilities that will be improved/enhanced including, but not limited to: Authoritative Data (AD) Extended Air Defense Simulation (EADSIM) Ionosphere Error Model (IONERR) Missile Algorithm Strategic and Tactical Requirements (MASTR) Operational Performance Mapping Availability Program (OPMAP) Space Analysis Integration Tool (SAINT) GPS Interference And Navigation Tool (GIANT) System Effectiveness Analysis Simulation (SEAS) System CONOPS and Requirements Environment (SCORE) Simulation of Locations and Attack of Mobile Enemy Missiles (SLAMEM) Space Brawler Development and Validation and Verification (V&V) Synthetic Theater Operations Research Model (STORM) Space Analysis Resource Portal (SARP) The Air Force is interested in addressing enhancements to these and other space and cyberspace M&S tools and may require the services of 3rd-party model developers where they are the current, official AF or DoD model developers for their respective models. The objective to provide a comprehensive mix of professional software development abilities; extensive space and cyber knowledge coupled with M&S expertise, analytical understanding, and software management acumen. Models designated for improvements may be proprietary, partially proprietary, or present difficult challenges within time constraints. Each model has individual conditions surrounding the accessibility of code, configuration management, and business arrangements. SARP is a web portal that houses a repository of space and cyberspace models and simulations, studies/reports and data that HQ AFSPC uses and/or recommends for use. SARP is deployed on the NIPRNet and SIPRNet and has near term plans to deploy on JWICS. Key studies and analysis associated with each model are also available, providing a wealth of electronic library records. Additional tools are offered for identifying and locating models or studies based on their characteristics or the metrics they address. Furthermore, there are targeted forums to allow on-line collaboration on Modeling & Simulation topics such as model usage, bugs, issues and general suggestions. The forums provide a storehouse of practical experience gained by the user community. The studies library contains M&S reports, briefings and Analysis of Alternatives (AoAs) and has been expanded to include a variety of space, missile and cyberspace database and data sets to support M&S. THIS IS A REQUEST FOR INFORMATION ONLY. This RFI is issued solely for information and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Furthermore, we are not at this time seeking proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. The Air Force will not be obligated to pursue any particular acquisition alternative as a result of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued.
