Description
Final FBO Notice Clauses This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is DTMA-91-Q-2013-009 and is issued as a Request for Quote (RFQ). This award will be made using Simplified Acquisition procedures as prescribed in FAR 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-67. The associated North American Industrial Classification System (NAICS) code for this procurement is 541430 with a small business size standard of $7,000,000. This procurement is issues as a 100% Small Business Set-Aside. Description: The Maritime Administration (MARAD) has a requirement to obtain expedited services for the development of a design template for use on MARAD's website, promotional materials, and in-person presentations. The contractor shall develop a high-quality graphics design to communicate Maritime Administration program concepts and activities. These designs should be developed in such a manner that they may be used for multiple purposes including website posting, a press kit folder and insertions (fact sheets) in press packets that will highlight each Maritime Administration program area. These images need to be similar to each other in format, design, and colors to facilitate use within one marketing package. • Design Template for Maritime Administration Outreach Materials. Folder: provide up to 3 cover designs for folder. After client review, make changes and finish all panels. Present all designs as PDFs. Inserts: adapt approved cover design of folder and show designs as PDF. After client review, make changes and finish all files. Complete final files for printing • 1 page Fact Sheets/Inserts (topics TBD--in Word to facilitate updates) Letterheads 8-12 Size: each is a lettersize sheet of paper. Prints: full-color, no bleeds, on one side only. Stock: 80# text, white uncoated, smooth finish • Press Kit Folder (1000) Size: 9x12" finished size with 2 glued pockets, 4" high, with card die on one pocket. Prints: full-color on outside and pockets, with bleeds. Stock: 120# cover, C2S, gloss white Maritime Administration will provide samples. Deliverables Timeline: Kick-off will be held no later than October 12, 2013 with initial designs due NLT October 30, 2013. Contractor will provide a design schedule at initial meeting, which will include at least two opportunities for review of concept designs before approval. Marad shall be provided at least 3 business days to review. Final design and products will be delivered NLT 15 working days after final design approval. MARAD may extend timeline based on needs. Copyright Requirements: The Maritime Administration will own the copyrights to all materials produced under this contract, including graphics and photographs. Copyrights should be embedded in all graphics and photographs. Section 508 Compliance: As described in the Federal Acquisition Regulation (FAR) Part 39 Section 2, the contractor shall provide electronic and information technology (EIT) deliverables that are compliant with applicable Section 508 standards and requirements. For more information about Section 508, please refer to the Access Board site on Section 508 Standards (http://www.access-board.gov/sec508/standards.htm). All deliverables developed under this contract will be evaluated for Section 508 Compliance. Non-conforming deliverables will be returned to the contractor to be brought into conformance at the contractor's expense. MARAD anticipates awarding a firm fixed price purchase order. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Quotations shall include sufficient details to access the contractor's technical capability and past performance. There is a 6 page limitation (excluding cover). The clause 52.212-4, Contract Terms and Conditions -Commercial Items applies to this acquisition and is included by reference. The clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders - Commercial, apply to this acquisition. Vendors are cautioned that they must have a current/valid System for Award Management (SAM) profile in order to be considered for award.
