- Description
- NASA Ames Research Center requires a XRD/XRF instrument to collect diffraction and fluorescence data from rocks, sediments and single minerals. The XRD data will be collected in transmission mode with a CCD detector (similar to the CheMin instrument on the Mars Science Laboratory mission (http://msl-scicorner.jpl.nasa.gov/Instruments/CheMin/ ), and will collect the XRF data in reflection mode with a Silicon Drift Diode (SDD), similar to what is contemplated in future CheMin instruments. <p> NASA/ARC intends to purchase the XRD/XRF instrument and the software applications from Olympus Corp. The instrument produced by Olympus Corp. utilizes the geometry of the CheMin instrument and spinoff technology from the CheMin instrument (licensed by them from NASA ). In accordance with FAR 13.106(b)(1), Olympus Corp. is the only one source reasonably available, and no other supplies or services will satisfy Agency requirements. <p> Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 25, 2013 to matthew.j.heagy@nasa.gov. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. <p> Oral communications are not acceptable in response to this notice. <p> All responsible sources may submit an offer which shall be considered by the agency. <p> NASA Clause 1852.215-84, Ombudsman, is applicable.
