Description
•1. Introduction •1.1. Subject to FAR Clause 52.215-3, entitled "Solicitation for Information of Planning Purpose," this announcement constitutes a Request for Information (RFI) for informational and planning purposes only. FLC Norfolk Portsmouth Naval Shipyard Annex's intent of this announcement is to identify interested contractors that could provide customizable tool back packs to support the modernization and repair of Naval Vessels. •2. Requirement: •2.1. The shipyards will use these packs on a daily basis to carry tools and parts from shops to repair sites and will be used in a variety of locations (Virginia, Hawaii, Washington State and Maine) and face several different climates. For this reason packs shall be constructed of a material that will withstand temperature ranges of 0 to 100 degrees Fahrenheit. Pack material must be resistant to tears, rips, cuts and must be water repellant. The material and assembly (Stitching, buckling, zipper etc.) of pack shall be industrial grade and must be durable enough to transport a minimum 40 pound load. Packs shall be no bigger than 13" wide by 18" long by 7" thick. The packs shall be design/constructed such that they can be carried using either dual (back pack style) or single (messenger style) shoulder strap(s). Shipyards will use the packs for multiple jobs and those require that packs have the capability of being customized to carry various configurations of tools. Packs shall be designed such that the tool storage configuration can be changed on site by the shipyards as many times as required. The packs will be utilized to carry a wide variety of tools and material such as wrenches, screwdrivers, sockets and welding wire. The packs shall be designed such that the customizable panels/pouches will hold tools neatly in place while being transported and shall remain visible when the pack is open for ease of inventory. Packs shall have a padded front pocket for carrying written or electronic documents. •2.2. Some desirable features that are not required include an external pocket for carrying bottled water, fire retardant material, reinforced bottom, the ability to open flat, as well as the ability to hang flat from a bulk head to allow for easy access to the tools. •3. Responses •3.1. Interested parties are requested to respond to this RFI with detailed information on any potential packs. Submissions shall be entered in PDF format and shall include: •3.1.1. The requested information is for planning and market research purposes only and will not be publicly released. Again, this is not a request for a proposal. Respondents will not be notified of the results. Please note the information within this pre-solicitation synopsis will be updated and/or may change prior to an official synopsis/solicitation, if any. •4. Industry Discussions •4.1. Shipyard representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks. •5. Questions •5.1. Questions will be answered by posting answers to the ( Internet wide entry point). The Government does not guarantee that questions received after (fill in date and time) will be answered. •6. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide customizable tool back packs. The information provided in the RFI is subject to change and is not binding on the Government. The Navy has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
