Description

SUBJECT: Combined Synopsis/Solicitation for Commercial Supplies (see attached SF 1449) This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in Subpart 12 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This notice of intent is a request for competitive quotes, and all offers received prior to September 18, 2013 will be considered by Government. The solicitation is being issued as Request for Quote # VA246-13-Q-2397. The solicitation document and incorporated provisions and clauses are those in effect through the most recent Federal Acquisition Circular. The NAICS Codes are 325412. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-46. Only emailed requests received directly from the requester are acceptable. Evaluation Factors The Government will award to the lowest priced, responsible, and acceptable offeror. ***See attached SF 1449 for terms of this solicitation*** The offeror shall provide documentation detailing the specifications of the product being offered as to how it meets the salient characteristics. To the maximum extent practicable, offerors are encouraged to respond to this solicitation using pre-existing materials (such as brochures, catalogs, marketing documents) rather than creating new documents. Offerors shall annotate the salient characteristics listed above to indicate the location of the relevant information used to meet the specification (document name and page number). The VISN 6 Network Contracting Office (NCO) intends to solicit Full and Open Competition and award a firm fixed price contract. The following provisions apply to this solicitation: 52.212-1, Instructions to Offerors-Commercial, 52.212-4, Contract Terms and Conditions-Commercial, Commercial Advertising, 852.271-70, 52.212-5, Contract Terms and Conditions required to Implement Statutes or Executive Orders-Commercial, including clauses incorporated by reference under Section b (1)(5)(11-16)(23-24); Offerors are to submit pricing and estimated delivery to Durham VA Medical Center. Process of determining contract award: award will be to the lowest-priced technically acceptable, responsive, responsible bidder who can provide the items and service. This information should be specific, concise, and complete and provide sufficient information to demonstrate the offeror's capacity to meet or exceed the requirements of the contract. The information required in provisions 52.212-1, 52.212-2, a completed copy of provisions 52.212-3, Offeror Representations and Certifications, Commercial Items, 852.219-70, Offerors desiring to obtain copies of the reference provisions may contact this office or access clauses electronically at http://www.arnet.gov/far/ or http://www.va.gov/oa&mm/vaar. Quotes, including price and technical data, must be received by 11am, September 18, 2013; EST. Quotes shall be submitted to olin.newsome@va.gov.
