- The US Securities and Exchange Commission (SEC), Washington, DC intends to award a sole source contract to Standard & Poor (S&P) for a six (6) month subscription service to S&P's ExecuComp. The contract will result in a firm fixed price purchase order for information on executive compensation in companies that are part of the S&P 1500 plus companies, and those that were once part of the 1500 plus companies, have been removed from the index, but are still trading. The information shall include data on top executives’ salaries, bonuses, options and stock awards since 1992 for the S&P 500 companies and from 1994 for all others. This data set shall include over 80 different compensation characteristics, including the top five executive officers for each company, and over 35 measures of company financial performance taken from COMPUSTAT. The SEC requires access to the data through the Wharton Research Data Services (WRDS) platform, to which the SEC has a Commission-wide license. The contract action is for services for which the Government intends to solicit and negotiate with only one sole source under the authority of FAR 6.302-1 and the Title 10 U.S.C. 2304 (c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Negotiation being conducted using other than full and open competition procedures pursuant to authority of FAR 6.302-1. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. This notice of intent is not a request for competitive proposals. The Government will not be responsible for any cost incurred in preparation of statements, proposal, or quotations. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation or additional information will be made available with regard to this sole source notice. Any responses to this notice of contract action shall be submitted to TyKeithia Williams, williamsty@sec.gov and Wanda Armwood, armwoodw@sec.gov no later than 12:00 PM, EST, Monday, September 16, 2013.
