Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, VHA NCO 08 - 516 - Bay Pines, FL intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. VHA NCO 08 - 516 - Bay Pines, FL is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Failure to comply with the below terms and conditions may result in offer being determined as non-responsive. A question was raised at the site visit regarding the 30 day ARO delivery requirement. It was expressed by several attendees that the 30 day requirement was too stringent. Based on experience and review of the requirements, would the Government consider changing the delivery requirements to 90 days ARO. Thank you! Answer: "Not to exceed 90 days" from the time of award. 1. Will the telephone conferencing system be shared between rooms or is it requested to have two discrete telephone conferencing interfaces, one for each room with the ability to combine/uncombined. ANSWER: We would want two discrete telephone conferencing interfaces, one for each room with the ability to combine/uncombined 2. Are the telephone lines that are to be used for the voice conferencing Analog (POTS) or VoIP. ANSWER: Telephone lines in the conference room are capable of digital or analog voice system port configuration. 3. The RFQ has requested a Cisco C40 codec. The exiting codec in the system is a C60. Please confirm that a C40 (or equivalent) Is desired. ANSWER: We want to keep the current C60 codec. 4. Equivalent VTC codecs come with a few options. Please confirm which options are desired. ANSWER: Because we are keeping the C60, this does not come into play. a.Multipoint Licensee - Allows for 4 VTC sites to be combined in one session without the need for an external MCU (conferencing bridge). b.Premium Resolution License - Allows for highest quality video (1080P/720P@60Hz) by the cameras to be transmitted during a VTC session. c.Dual Display License ? Allows the codec to display two separate video sources on two displays, such as: Far site on display 1 and Content or Self view on display 2. 5. During the onsite meeting there was discussion of an alternative to the projection smart board. Please provide a specification for any alternative solution. ANSWER: Change to all in one LED display; >/- 80 inch (no projector) We are looking for the all in one LED display as discussed in the F2F meeting, 80? class 1080P LED SMART TV with Quattron OR Equivalent. 6. The specification calls for a new digital video matrix to replace the existing analog one. This opens up the possibility to have all displays connected via HDMI and be HDCP compliant. Please specify that HDCP compliance is a requirement for all displays. ANSWER: Yes New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. Bid MUST be good for 30 calendar days after close of Buy. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. While additional support documentation (e.g. Seller Attachments) may be requested, pricing shall be entered as a 'bid' in the reverse auction - offline pricing is not an acceptable bid.
