- FOR OFFICIAL USE ONLY JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION BRAND NAME I. CONTRACTING ACTIVITY: Purchase Request # F3LFC32347A001, for $0.00, from HQ AFSPC/A6C for the AFSPC IPTV Equipment Upgrade at Schriever AFB and Peterson AFB, Colorado. II. NATURE AND/OR DESCRIPTION OF ACTION BEING PROCESSED: Upgrade and expansion of existing VBRICK Internet Protocol Television (IPTV) system on the AF NIPRNet at Schriever AFB, Colorado. This upgrade is required to expand capability and provide centralized management for system administrators from AFSPC bases. III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY'S NEEDS: BRAND NAME acquisition of one (1) VBRICK Enterprise Management System, one (1) H.264 Distributed Media Engine (DME) Model 7570, one (1) DME Model 7550 XPS, one hundred sixty (160) VBrick multi-format Set Top Boxes (STBs) SD/HD capable, two (2) VBrick HPS 9000 Dual Channel Encoder Blades, (1) VBRICK Server utilizing Dell Power Edge R720 Server preconfigured with VEMS software along with extended service; installation and training required for the upgrade and expansion of the existing VBrick IPTV system on SAFB to PAFB. The total cost of the requirement is valued at approximately $0.00. IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION: IAW FAR 6.302-1(a)(2) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. V. DEMONSTRATION THAT THE CONTRACTOR'S UNIQUE QUALI FICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY): The current IPTV system in use at Schriever AFB is a VBrick Internet Protocol Television Service (IPTV) using VBrick software on Air Force servers (i.e. VBrick Enterprise Management software) and VBrick infrastructure. Since the IPTV system has an "Approval To Operate (ATO)" on the NIPRNet in strict compliance with DOD Information Assurance regulations, it is paramount to maintain the existing infrastructure and continue to operate "an approved system of components". Likewise, the VBrick technical support contract was renewed again last year and can be utilized to restore services or assist with any technical issues that may arise. Most AF bases around the world use VBrick components to provide their IPTV services across the base network since a vast majority of the AF NIPRNet is Cisco brand networking equipment. VBrick and Cisco have been partners for many years and have no integration issues. A new technical solution with different vendor equipment would be far more expensive due to accreditation, security, and compatibility issues w/the existing NIPRNet and IPTV infrastructure vice upgrading w/the same brand equipment in use today. VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE: Per FAR 5.102(a)(6), a redacted copy of the Justification for Other Than Full and Open Competition will be posted with the solicitation. Market research has revealed that other vendors can provide similar products however; the current IPTV system presently uses VBrick equipment. Any changes from the current configuration will result in losing Defense Information Systems Agency (DISA) certification. The Government will post the solicitation using the Federal Business Opportunities (FBO) website to ensure that all offerors have an opportunity to respond. This requirement will be solicited as 100% small business set aside with the NAICS code 334220 on FBO. VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE: The Government anticipates a fair and reasonable price, due to adequate competition. There are multiple authorized resellers/distributors of VBrick products and services. VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE RESULTS, OR A STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT CONDUCTED: AFSPC/A6 has conducted market research over the internet on this type and similar equipment. Other similar brands (Amino and Realistic) do not offer an equivalent level of firmware and integration capability required to integrate with the existing VBrick Enterprise Manager (VEM) interface and VBrick servers and expand to multiple bases within AFSPC. This lack of compatability and integration could result in failure to meet all network security requirements. VBrick has authorized resellers and this acquisition will be competed among those vendors. IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION: The purchase of this equipment will ensure the existing VBrick IPTV system infrastructure in use at Schriever AFB continues to meet all network security requirements for continued accreditation and compliance with DOD Information Assurance regulations applicable to the Unclassified Internet Protocol Router Network (NIPRNet). A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE MAKING SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES REQUIRED: For future requirements of this type we will once again conduct extensive market research to identify additional capability in the marketplace to meet specified needs and requirements. All research will need to include as consideration the price and time required for IA accreditation, interoperability, and AFNet security regulations. As new equipment is introduced to the market it would be evaluated as a viable replacement for the VBRICK components pending approved testing and review to ensure accreditation, security, and compatibility issues with the infrastructure being utilized. XII. CONTRACTING OFFICER'S CERTIFICATION: The Contracting Officer's signature on the Coordination and Approval Document evidences that he/she has determined this document to be both accurate and complete to the best of his/her knowledge and belief. XIII. TECHNICAL/REQUIREMENT PERSONNEL'S CERTIFICATION: As evidenced by their signatures on the Coordination and Approval Document, the technical and /or requirements personnel have certified that any supporting data contained herein, which is their responsibility, is both accurate and complete.
