- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. NASA GRC needs to upgrade existing avionics hardware in their research aircraft to support future research requirements. The following items are for hardware purchase only. NASA GRC certified technical personnel will install the avionics in the research aircraft. The items listed below are direct replacements of and identical to existing avionics components (Garmin GTN650 GPS) already installed in some of NASAs aircraft. In addition, hardware and software interfaces to existing research data acquisition systems support NASAs previously purchased Garmin GTN650 GPS and GTX33 units. No other avionics vendor or equivalents meet these requirements. This notice is being issued as a Request for Quotations (RFQ) for the following: Garmin GTN 650 is a fully integrated solution in a small package. It combines GPS, COM and NAV functions with powerful multifunction display capabilities such as high-resolution terrain mapping, graphical flight planning, multiple weather options and traffic display. 1) Quantity of 5: Garmin 650GPS/Nav/Com system P/N 010-00813-50 - Color Black - Menu-driven interface on color LCD touchscreen display - Shows moving map, airways and approaches - GPS TSOd to C146c, authorized for Class 1, 2 and 3 (LPV) - GPS WAAS-certified to Gamma-3 approach capability - WAAS-corrected GPS signal accuracy to 1 M RMS - Available built-in GPS/ILS/VOR/LOC and glideslope capabilities - Graphical flight planning (including airway navigation) - VHF COM transceiver: 8.33 or 25 kHz channel spacing - Integrated control/display for remote transponder - Flight control system interface for select autopilots - SafeTaxi airport diagrams 2) Quantity of 5: Com transmit power: 16 W P/N 010-00878-04 3) Quantity of 5: SD Datacard Americas Database P/N 010-00900-10 4) Quantity of 5: Garmin GA35 GPS/WASS Antenna P/N 013-00235-00 The provisions and clauses in the RFP are those in effect through FAC 2005-69. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 334511 and 750 respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, Oh 44135 is required within 30 days ARO. Offers for the items(s) described above are due by September 23, 2013 by 4:30 p.m. EST to NASA Glenn Research Center, Attn: Sandra Brickner, 60-1, 21000 Brookpark Road, Cleveland, OH 44135 or by email to sandra.a.brickner@nasa.gov and must include, solicitation number, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled 'Buy American Act -- Supplies,' the offeror shall so state and shall list the country of origin.
