Acquisition Authority: This acquisition is being conducted under Federal Acquisition Regulations (FAR) Part 13 - Simplified Acquisition Procedures, and the resultant contract award will include all applicable provisions and clauses in effect through Federal Acquisition Circular 05-69. 9. North American Classification System (NAICS) Code: 334516 10. Small business size standard: 500 Employees 11. Classification Code: 66 12. Set-aside Status: None, this is a single-sole source (including brand-name) non-competitive action. 13. Description: To meet current research requirement, the lab requires a refurbished VisualSonics (VSI) Vevo 770 TM high-resolution imaging system. The NIBIB has an existing Vevo 1200 which will be paired with the Vevo 770. No other vendor can provide a high-resolution imaging system for small animals which will pair with the Vevo 1200. Specifications: 1. A commercially available high-frequency small animal ultrasound system equipped with small animal-specific operating frequencies to provide an imaging platform, enabling the researcher to obtain in vivo anatomical, functional, physiological and molecular data simultaneously, in real-time and with resolution down to 30 μm. 2. An imaging station allows the user to acquire static images and record dynamic processes in real-time as well. 3. Being synergistic with other imaging instruments located in both LOMIN and MIF. 4. Rapid screening ability of scanhead and high frame rate for real-time visualization; 5. Dedicated small animal handling and physiological monitoring apparatus. 14. Statutory Authority: This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. 15. Single-sole Source (Including brand-name) Determination: The determination by the Government to make a single-sole source (Including brand-name) award is based upon the market research conducted as prescribed in FAR Part 10-Market Research, specifically the results of the market research concluded that Visualsonics is the only manufacturer who can provide the required equipment. 16. Closing Statement: This notice is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by September 18, 2013, 3:30 PM EST and must reference number NHLBI-CSB-(EB)-2013-299-JES.
