- AMENDMENT 001 The combined/synopsis/solicitation is hereby amended to incorporate changes to the technical specifications and required submissions and extend the due date for quotations. 1. The due date for quotations is hereby extended through Friday, September 13, 2013, at 3:30 PM Eastern Time. 2. Changes have been incorporated into the context of this notice and are identified in bold text. END OF AMENDMENT. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69. The associated North American Industrial Classification System (NAICS) code for this procurement is 333911 with a small business size standard of 500 employees. This acquisition is 100% set-aside for small business. The non-manufacturer rule applies to this solicitation. Quoters must supply a product that their small business has manufactured or supply the product of a manufacturer that is a small business in accordance with the NAICS code identified. The National Institute of Standards and Technology (NIST)/Analytical Microscopy Group (AMG) conducts research on the chemical and structural properties of matter by applying various ion and photon based microscopies whose resolution range from micrometers to nanometers; Researches the fundamental aspects of the excitation process, quantification, standards development, instrumental improvements, and data analysis challenges associated with these analytical methods; Conducts research on autoradiography and nuclear track methods; Conducts research in generation and size-calibration of particles; Develops and applies methods for the concentration, separation, and isotope measurement of trace atmospheric gases and particles; Researches fundamental aspects of trace detection of explosive and narcotic particles using ion mobility spectrometry; Applies analytical microscopy methods to problems in materials science, semiconductor technology, bioscience, environmental science, and homeland security. The AMG has a Time of Flight-Secondary Ion Mass Spectrometer (TOF-SIMS) that provides critical support to several projects. The current vacuum pumps and controllers are in need of replacement for continued instrument operation. Responsible quoters shall provide pricing for all of the following line items. All equipment must be new. Used or remanufactured equipment shall not be considered for award. GENERAL REQUIREMENTS The Contractor shall provide vacuum pumps, controllers, and related accessories as indicated in the line items below for an IonToF ToF-SIMS, model number IV. The original equipment manufacturer is IonTOF USA. All turbomolecular pumps must be compatible with the vacuum feedback system currently employed in the mass spectrometer vacuum software logic. Specifically, when turbomolecular pump spin speeds reach the set points, a relay should ground a pin(s) in order for the software to recognize that the pumps are at normal operation. The current instrument feedback circuitry cannot accommodate an alternative reached set point indicator where a voltage is applied to a pin(s). The Contractor shall include a 1 year warranty on all materials and parts. NIST personnel will install the vacuum pumps and controllers according to manufacturer specifications. LINE ITEM 0001: Quantity one each Diaphragm pump of 3.5-4.5 m3/h; LINE ITEM 0002: Quantity one each Turbomolecular pump of between 40-80 L/s for a 40KF flange with separate controller, turbo air cooling unit, and all applicable cables/connectors; LINE ITEM 0003: Quantity one each Turbomolecular pump of between 40-80 L/s for a 63ISO flange with separate controller, turbo air cooling unit, and all applicable cables/connectors; LINE ITEM 0004: Quantity two each Turbomolecular pump of between 250-400 L/s for a 100ISO flange with separate controllers, turbo air cooling units, and all applicable cables/connectors; LINE ITEM 0005: Quantity one each Turbomolecular pump of between 500-700 L/s for a 160CF flange with separate controllers, turbo air cooling units, and all applicable cables/connectors. DELIVERY Delivery shall be completed not later than 60 days after receipt of order. Delivery shall be made to NIST, Shipping and Receiving, 100 Bureau Drive, Gaithersburg, MD 20899. Delivery terms shall be FOB Destination. The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. INSPECTION AND ACCEPTANCE CRITERIA NIST will inspect all equipment to ensure that the equipment meets all required specifications. EVALUATION CRITERIA AND BASIS FOR AWARD Award will be made to the lowest price technically acceptable quoter. Technically acceptable means that all equipment is new and meets or exceeds all general requirements as as well as all requirements specified under each line item. REQUIRED SUBMISSIONS All quoters shall submit the following: 1) Documentation and/or product literature which clearly demonstrates that the equipment meets or exceeds all requirements of line items 0001-0005. Quoters must clearly identify the quoted quantities of each line item as well as all cables and connectors that are included with the quoted product; 2) A price quotation which provides FOB Destination pricing for all required equipment; 3) This is an Open-Market Combined Synopsis/Solicitation for equipment as defined herein. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) Please note that this procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror's FSS or GWAC contract, and the statement required above shall be included in the quotation; 4) The DUNS # for the quoter's active System for Award Management (SAM) registration. Quoters must have an active registration at www.SAM.Gov to be considered for award; 5) The name of the manufacturer, business size of the manufacturer and the city and state of manufacture for the quoted equipment; 6) Quoters must clearly identify their quoted warranty period. DUE DATE FOR QUOTATIONS All quotations shall be sent to the National Institute of Standards and Technology, Acquisition Management Division, Attn: Carol A. Wood, 100 Bureau Drive, Stop 1640, Gaithersburg, MD 20899-1640. All offerors shall ensure the RFQ number is visible on the outermost packaging. Submission must be received not later than 3:30 p.m. Eastern time on September 13, 2013. FAX quotations shall not be accepted. E-mail quotations shall be accepted. An e-mail quotation shall be considered received when it is received in the electronic inbox of Carol Wood. Because of heightened security, FED-EX, UPS, or similar delivery methods are the preferred method of delivery of quotes. If quotes are hand delivered, delivery shall be made on the actual due date through Gate A, and a 48 hour (excluding weekends and holidays) prior notice shall be provided to Carol Wood, Contract Specialist on 301-975-8172. NIST is not responsible for late delivery due to the added security measures. In addition, quoters who do not provide 24-hour notification in order to coordinate entrance to the NIST campus shall assume the risk of not being able to deliver quotes on time.
