Description
TITLE: FA4809-13-T-0037, Sole Source Acquisition for the purchase of STARS II RAPCON Relocation The contract action is a sole source, firm fixed price contract for the relocation of STARS II Radar Approach Control (RAPCON) equipment from the current facility to the new facility on Seymour Johnson, AFB. The Government intends to set this requirement aside for a direct award to a Service Disabled Veteran Owned Small Business (SDVOSB), Leader Communications Inc. (LCI). APPLICABILITY OF AUTHORITY: FAR 6.302-5(b)(6) Sole source awards under the Veterans Benefits Act of 2003 (15 U.S.C. 657f) and FAR 19.14061406 -- Sole Source Awards to Service-disabled Veteran-owned Small Business Concerns allow for other than full and open competition if awarding to a Service Disabled Veteran Owned Small Business (SDVOSB). LCI is the only SDVOSB capable and interested in meeting this requirement. The Government estimate for this requirement is below $3.5 million and the requirement has not been accepted by the SBA under FAR Part 19.8. LCI installed the RAPCON equipment at Seymour Johnson in 2011 and is one of the only businesses that has experience in relocating STARS II RAPCON equipment. If the STARS II equipment is not installed correctly and in the time specified in the contract terms and conditions, it would severely impact mission capabilities. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 13 September13 at 4:00 P.M.
