Technical Exhibit 1 to Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is KOACO4RL002 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular, FAC 2005-69, effective September 3, 2013. The Government intends to include the FAR, DFARS, and DFAS clauses and provisions listed in this solicitation, to include any addenda, either by reference or in full text in the resulting award and are not all inclusive. The FAR and DFARS clauses may be accessed in full text at http://farsite.hill.af.mil/. This requirement is a Total Small Business Set-Aside. The associated NAICS code is 561730, Landscaping Services, and the small business size standard is $7M. Wage Determination Number 2005-2241, Revision 14, dated June 19, 2013 is applicable. Description Statement of Work Snow and Ice Removal August 9, 2013 1. Introduction: The Defense Finance and Accounting Service has a requirement for snow and ice removal services. The provided service for these tasks will take place at the Defense Finance and Accounting Service (DFAS), 27 Arkansas Road, Limestone, ME 04751. The average snowfall for Limestone, ME is approximately 120 inches per year. 2. Scope: Snow and ice removal services shall be performed in accordance with all the current city, state, and federal regulations. The intent and purpose is to outline, in general, the services required but it is not all inclusive of snow and ice removal services required to keep the specified areas in a safe, clean, and orderly appearance. 2.1 Hours of Work: All work shall be accomplished as required by the Contracting Officer Representative (COR). 2.2 The contractor shall provide all supervision, personnel, transportation, labor, materials, tools, and safety equipment necessary to properly perform snow and ice removal services for DFAS Limestone as described herein. 2.3 The contractor shall take all necessary precautions to prevent damage to asphalt, concrete sidewalks, pavements, lawns, trees, planters, shrubs, doors, signs, fire hydrants, flag and light poles, existing structures and other services. Grass/lawn areas cannot be used to move snow removal equipment from one location to another. Damaged areas shall be repaired with materials consistent in quality and workmanship to match the existing adjacent work. Any such damage shall be repaired or replaces as approved by the COR at no additional cost to the Government. All damaged areas shall be repaired/replaced by the Contractor prior to payment of April snow removal invoice. 2.4 The contractor shall provide continued monitoring of weather conditions at DFAS Limestone site to ensure timely removal of snow, snow drifts, and ice accumulations. This is solely the responsibility of the Contractor and not DFAS personnel. 2.5 Due to limited parking spaces and in order to ensure DFAS mission requirements, the Contractor shall always keep snow banks off the paved surface. 2.6 The contractor shall hand shovel snow and ice away from all exterior doors, loading dock, and steps of the facility, guard shack, bus stop and gate walkways and salt prior to plowing near these areas. 2.7 The contractor shall provide snow and ice removal and salting services to the visitor parking area to the same requirements as specified below. 2.8 Sand and gravel spreading will not be a means that the Contractor shall utilize to cover or reduce ice building. 2.9 All work shall be performed to the highest industry standards of the snow removal occupation and shall conform to all codes governing the industry. The work requires that some personnel possess a valid State of Maine driver's license and obtain grounds access security clearances. The work will be so conducted as to avoid damage to Government property, personal property, and other equipment in the area. All damage shall be the responsibility of the Contractor at their own expense. 2.10 Inspection of work may occur at anytime during the duration of the contract and at the completion of each contract period. Any work deemed unsatisfactory by the COR shall be reworked until determined acceptable by the COR at no additional cost to the Government. 3. Requirements/Tasks: 3.1 Snow and Ice Removal Services The contractor shall provide all supervision, personnel, equipment, tools, and materials to perform all operations necessary for the immediate and complete removal of snow and ice from all steps, loading dock, roadways, garage doorways, flag pole areas, walkways, entry/exit doors and gates, guard shack, bus stop, fire hydrants, compactor/recyclable containers, and parking lots as shown in Technical Exhibit 1. Snow removal shall be accomplished to ensure all areas are kept safe for pedestrian and vehicular traffic. Snow removal operations shall be accomplished by 5:30 A.M., Monday through Friday, with no more than one inch (1") of snow remaining above the plowed surface. Snow accumulations after 5:30 A.M. and before 6:30 P.M. will require the Contractor to ensure that fire hydrants, sidewalks, loading docks, entry/exit doors and gates, and all fire and traffic lanes remain open to allow employees safe entrance and exit. After 6:30 P.M. and all other hours, including weekends and holidays, the Contractor shall continue snow removal operations to ensure not more than two inches (2") of snow remains above the plowed surface. The Contractor shall keep the snow at least six feet (6') off the paved surface and keep the snow bank below six (6') high. The Contractor shall cut and remove snow banks according to the above requirements at no additional cost to the Government. The Contractor has seventy-two (72) hours after a new storm to cut the banks down to six (6'). 3.1.1 Roadways/Parking Lots Roadways and parking lots are show in Technical Exhibit 1. The Contractor shall remove snow and ice from these designated areas and bank it so as not to impede further snow removal operations, parking spots, and entrance/exit roadways and walking surfaces to the parking lots. This may require moving snow to an offsite location at no expense to the Government. These areas shall be completely clear of snow, ice, and slush at the end of each snow removal operation. The Contractor may be required to work around stranded vehicles during extreme weather conditions. Upon completion of work, there shall be no windrows or stacks or snow left on the pavement, along the sidewalks, roadways, and parking lots. 3.1.2 Loading Dock/Steps/Other Area Loading dock, steps, flag poles, and garage areas on Technical Exhibit 1 shall be completely cleaned and kept clear of snow by the Contractor during snow removal operations. Loading dock, steps, flag pole, and garage areas shall have all snow and slush removed from edge to edge of concrete/asphalt surface. Upon completion of work there shall be no windrows or stacks of snow left on these areas as well as around the compactor and recycle bin. 3.1.3 Ice Removal and Salting. The Contractor shall provide all supervision, personnel, equipment, tools and materials to perform all operations necessary for the immediate and complete removal of all ice from steps, exterior doors, loading docks, roadways, garage, flag pole areas, and parking lots on Technical Exhibit 1throughout the contract period. Ice removal shall be accomplished to ensure all areas are kept safe for vehicle and pedestrian traffic. During snow removal operation, ice removal shall be continuous to ensure that all requirements are met. Ice removal procedures and methods shall incorporate the sole use of salt. The Contractor must have a salt spreader to accomplish services evenly throughout the work area. The quantities and application methods shall be in strict accordance with all manufacturers' recommendations. Sand shall not be utilized as an abrasive to provide traction on ice coated vehicle and pedestrian routes. The Contractor shall use only salt to treat exterior surfaces. The Contractor will be required to grade for ice accumulations that cannot be removed through normal salting procedures. 3..1.4 Fire Hydrant/Signs The Contractor shall clear snow to the ground at all fire hydrants and signs on Technical Exhibit 1 throughout the contract period. The Contractor will maintain a three foot (3') pathway around all fire hydrants and signs with a minimum three foot (3') access path from paved surface. 3.1.5 Others The Contractor shall shovel snow and remove ice away from the paved areas of the building to include the loading dock, around refuse and recycling containers and flag poles, mechanical room doors, garage doors, bus stop, fire hydrants, fire lanes, signs, guard shack, and along sidewalks and walkways. 3.2 Snow and Ice Removal Sidewalks/Pathways The Contractor shall include snow and ice removal services of the sidewalks and pathway inside "L" on the west side of the facility and back picnic area per the same requirements as specified in the snow and ice removal services. The Contractor will be required to remove snow upon the accumulation of one inch (1") on sidewalks and pathways to ensure they are ice free at all times. A snow blower will be the primary method of removing snow from all concrete surfaces to include sidewalks. 3.3 Debris Clean-Up/Removal The Contractor is responsible for the sweeping up and removal of all debris accumulated on pavement and lawn surfaces during the contract period. The Contractor shall repair all damaged surfaces, both grass and asphalt, to their original conditions. The Contractor will be required to perform this during the month of April. April's payment for debris clean-up/removal services will be made upon satisfactory completion and coordinated approval by the COR. 4. Security Requirements: 4.1 Security Requirements. On-site contractor operations will follow the security and training requirements in DFAS 2000.1, "Force Protection Program," DoDM 5200.01-V1-4, "DoD Information Security Program," and DFAS 5200.1-I, "Information Security Program." On-site contractor operations will follow all host security requirements IAW DoD 5220.22-M, paragraph 6-105. The contractor shall immediately report any occurrences of violation of stated regulations to the Contracting Officer (CO) or Contracting Officer Representative (COR). 4.2 Security Education and Training. On-site contractor personnel will receive initial, continuous and refresher security education training IAW DoDM 5200.01-V3, "DoD Information Security Program - Protection of Classified Information, and DFAS 5200.1-I." On-site contractor personnel are also required to accomplish all Safety, Protection, Infrastructure, Recovery, Integration Team (SPIRIT) training courses available through the DFAS ePortal. 5. Contractor Manpower Reporting. The contractor shall report all contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Defense Finance and Accounting Service (DFAS) via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Contractors may direct questions to the help desk at http://www.ecmra/mil. 6. Period of Performance: The period of performance will be for one year beginning November 1, 2013 through October 31, 2014 and will include four one-year option periods. Actual services are to commence November 1 of each year and shall not extend beyond April 30 of each year. 7. Site Visit: Interested sources are encouraged to inspect the site where services will be performed and to orient themselves as to all general and local conditions that may affect the cost of performance of the services to the extent such information is reasonably obtainable. Failure to perform a site visit shall not release the Contractor from performing the contract in accordance with this statement of work or for a claim after award of the contract. End of Statement of Work Performance Periods The period of performance will be November 1, 2013 through October 31, 2014. The resulting award will include four one-year option periods that may be exercised at the discretion of the Government. Place of Performance (Requiring Activity) The requirement to be provided is for the Defense Finance and Accounting Service (DFAS), 27 Arkansas Road, Limestone, ME 04751. Inspection and Acceptance Terms F.O.B. destination with inspection at destination, inspection by Government, acceptance at destination, and acceptance by Government. The provision of 52.212-1, Instruction to Offers - Commercial Items (Jul 2013), applies to this acquisition. Evaluation Procedures The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous (best value) to the Government, price and other factors considered. The factors used to evaluate quotes in conjunction with the requirements of the statement of work will be past performance and price. Quoters should address the factors as follows: 1. Past Performance - Quoter's should demonstrate their ability to meet the requirements set forth in the statement of work. The quoter may provide up to a maximum of five performance references of similar contracts or projects within the past five years. Past performance information shall include recent and relevant contracts for the same or similar services. References are to be included as well as the points of contact and their telephone number, facsimile number, and email address. The Government will evaluate this for determining how similar or relevant the past experience is toward this requirement and how well the quoter has performed such work. Contracts listed may include those entered into with the Federal Government, agencies of the state and local governments, and commercial customers. The Government reserves the right to contact sources other than those provided and any information received may be used in the evaluation of the quoter's past performance. 2. Price - The quoter shall submit a firm fixed price quote in accordance with the statement of work. Price will be evaluated using price analysis techniques. Options will be evaluated at time of award. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). A unit price is to be submitted on each CLIN for each year of the requirement as provided under the contract line items, quantities, and units of measure portion of this document. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. FAR 23.403 sets forth the Federal Government's policy to acquire items composed of the highest percentage of recycled-content practical, in a cost effective manner while still obtaining other contracting goals. Recycled-content products are identified in the Environmental Protection Agency's Comprehensive Procurement Guidelines (CPGs). The United States Department of Agriculture (USDA) will be producing a similar list which designates Bio-based products. EPA guideline items (and USDA designated bio-based products, when designated) are seen as the minimum that should be considered when evaluating environmentally preferable materials. Other environmentally preferable materials and products not listed, but commonly used in industry outside of the Government, should also be considered. Executive Order 13423 (January 24, 2007) required federal agencies to use sustainable environmental practices, including acquisition of bio-based, environmentally preferable, energy-efficient, water-efficient, and recycled-content products. Moreover, it required that paper of at least 30 percent post-consumer fiber content must be acquired or used in Agency acquisitions of goods and services. Executive Order 13514 (October 5, 2009), required federal agencies to analyze internal processes and revise reporting requirements in order to achieve such results as improvement of water use and efficiency, promoting pollution prevention and elimination of waste. But more particularly as related to procurement, an emphasis was placed on efforts to advance sustainable acquisitions to ensure that 95 percent of new contract actions including task and delivery orders, for products and services with the exception of acquisition of weapon systems, are energy-efficient (Energy Star or Federal Energy Management Program (FEMP) designated), water-efficient, bio-based, environmentally preferable (e.g., Electronic Product Environmental Assessment Tool (EPEAT) certified), non-ozone depleting, contain recycled content, or are non-toxic or less-toxic alternatives, where such products and services meet agency performance requirements. § 1. Mandatory Use of Paper and Other Products with Recycled Content. (a) All paper utilized in the performance of this contract must be of at least 30 percent post-consumer fiber content. (b) The contractor, by responding to this solicitation, affirmatively acknowledges that it will, to the maximum extent practicable, use sustainable environmental practices including acquisition of bio-based, environmentally preferable, energy-efficient, water-efficient, and recycled-content products in the performance of this contract that meet the recycled-content recommendations for EPA designated items, which are found at http://www.epa.gov/epaoswer/non-hw/procure/products.htm. In addition, by responding to this solicitation the contractor is certifying the deliverables required under this contract shall meet the recycled-content recommendations for EPA designated items. § 2 Notice of Green Alternatives in Offerors' Product/Service. (a) When offering a product or service that contains "Green" components as that term is defined at http://www.epa.gov/epaoswer/non-hw/procure/products.htm, the contractor shall make the Contracting Officer aware of such facts in the submission of their quote or proposal. (b) The contractor, when appropriate, shall comply with FAR Clause 52.223-9 Estimate of Percentage of Recovered Material Content for EPA Designated Products. § 2 Affirmative Duty of Contractors to Adhere to Green Contracting Policy. (a) Whenever practicable, the Contractor has an affirmative duty to examine its packaging to eliminate or reduce waste by volume, toxicity and/or weight and to utilize or substitute recyclable material for non-recyclable material in packaging. (b) Whenever practicable, the Contractor has an affirmative duty to find other materials utilized in the delivery of services under this contract and examine whether it can reduce waste by volume, toxicity and/or weight and to utilize or substitute recyclable materials for non-recyclable materials of items consumed in the furnishing of their services.
