Description
Statement of Work The proposed contract action is for Equipment Service Maintenance. The Naval Medical Center San Diego intends to solicit this requirement on an unrestricted basis with a validated brand name justification. Only NEW "Original Equipment Manufactured Parts" will be accepted. This is a combined synopsis/solicitation for commercial services for Government owned equipment and is drafted in accordance with FAR Subpart 12.6. This announcement constitutes the only solicitation. The solicitation number, N00259-10-T-0319 is issued as a request for quotation (RFQ). The North American Industry Classification System (NAICS) Code for this acquisition is 811219. All interested bidders shall submit quotations electronically by email to Sandra.kretschmar@med.navy.mil, attention Sandra.Kretschmar. Submissions are limited to 2MB. The submitter should confirm receipt of facsimile and email submissions. Quotations are due on or before 13 SEPTEMBER 2013, 10:00AM Pacific Standard Time to be considered responsive. The Government will award a contract resulting from this solicitation to the responsible offeror whose submitted proposal is the most advantageous to the Government. Evaluation factors in descending order of importance include the following: 1) Technical Capability; 2) Past Performance; and 3) Price. Technical Approach and Past Performance when combined outweigh price as an evaluation criterion. Vendors who do not meet the first 2 evaluation criterion shall not undergo price evaluation. The following describes evaluation criterion: 1) Technical Capability shall be evaluated by referencing the Statement of Work (SOW)/Performance Work Statement (PWS). Offerors must have met Naval Medical Center San Diego Preventive Maintenance Requirements, including basic knowledge to perform service repair, replacement, and perform the preventive maintenance necessary to provide service to the listed Olympus Equipment. Only NEW OEM parts will be accepted in maintenance of equipment; 2) Past Performance shall be evaluated as follows: vendors shall provide three (3) references. These references must provide evidence of performance of same or similar services in the last 3 years. Preference shall be given to references that include experience within Military Hospitals or Military Medical Clinics; 3) Price shall be evaluated as the lowest price technically acceptable and shall only be considered if the first two criterion are met. The proposed contract is restricted to domestic sources under the authority in accordance with FAR 6.302-3.
