Description
High Security Padlock Items. PR Number: IQC13112009003 FSC: 5340 Nomenclature: High Security Padlock (various) Quantity: This is an Indefinite Quantity (IQC) Solicitation under Commercial Procedures in accordance with FAR Part 12. This procurement is for a two year base. The solicitation contains an option to extend the terms of the contract for three additional one-year periods. Troop Support Hardware Philadelphia will be soliciting requests for proposals from business entities interested in supporting worldwide demand of various competitive High Security Padlock NSN's from the 5340 Federal Stock Classes (FSC). Solicitation SPM5EN-13-R-0013 is being issued to support this/these anticipated contract(s) for depot stock replenishment. This initiative will be awarded under FAR Subpart 12.6 Acquisition of Commercial Items. The procurement is for 2 Price Evaluation List of items (formerly identified as the Core List of items). Offerors must submit offers on both Price Evaluation List of items (formerly identified as the Core List of items) to be considered for award. This acquisition is being solicited on an unrestricted basis. This solicitation requests offers on a stock basis only. This High Security Padlock is manufactured to MIL-DTL-43607J (1) and all associated specifications and standards identified in the referenced specification. Item may require Bid Sample (Sample) and First Article Testing (FAT), included in MIL-DTL-4360J (1). Required delivery is as follows: 180 days. Each item will be evaluated individually utilizing "Best Value" Source Selection procedures. Offers will be evaluated under the streamlined procedures of FAR Subpart 12.6. For this solicitation, all evaluation factors other than cost or price, when combined, are equally as important as cost or price. The Factor is Past Performance (including Quality and Delivery Performance).Tools such as the Automated Best Value System (ABVS) could be used during this process. Solicitation SPM5M5-12-R-0003 is anticipated to be issued on September 11, 2013 at https://www.dibs.bsm.dla.mil. No hard copies of the solicitation will be available. Responsible sources may submit a proposal which shall be considered by the agency. NOTE: Copies of this solicitation can be found on the Business System Modernization - DLA Internet Bid Board System, DIBBS website after solicitation opening date at https://www.dibbs.bsm.dla.mil.
