- Attachment B – Offer Schedule Attachment A – Experience and Past Performance Project Data Sheet SF 18 RFQ Combined Synopsis/Solicitation (IAW FAR 12.603) Solicitation Number: N62473-13-Q-4630 This is a combined synopsis/solicitation for a commercial product prepared in accordance with the format in Federal Acquisition Regulation. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. This is a request for Quote (RFQ) and the solicitation number N62473-13-Q-4630. This acquisition is 100 percent set aside for small businesses. The associated North American Industry Classification Systems (NAICS) Code is 541690 - Other Scientific and Technical, with a size standard of $14.0 million. The Department of the Navy has a requirement for the preparation and delivery of a numerical model for the Coso geothermal field, located on Naval Air Weapons Station (NAWS) China Lake, CA. The Contractor shall provide the Government an updated, practical, and data-based numerical model that can provide independent forecasts related to resource enthalpy, mass, and pressure. The proposed period of performance shall not exceed one year from date of award. The Government intends to issue a firm-fixed price contract to the responsible offeror whose total offer conforms to the solicitation and will be the most advantageous to the government, price and factors considered. The following factors shall be used to evaluate the offers - 1) Experience and 2) Technical Solution. Interested sources are invited to respond to this Sources Sought Synopsis by completing Attachment A - Experience and Past Performance Project Data Sheet and Attachment B - Offer Schedule. Responses to this Sources Sought Synopsis are due no later than Monday, 23 September 2013, 10:00 a.m., Pacific Daylight Time. The responses shall be submitted electronically via e-mail to Ralna Martinez, Contract Specialist, at ralna.martinez@navy.mil.
