Description
Space and Naval Warfare Systems Center Pacific (SSC Pacific), Code 22710 intends to award a contract on a Sole Source basis to Fischer Custom Communications, Inc. (FCC). The contract will have a combination of Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF) contract line items. Authority for other than full and open competition is 10 U.S.C. 2304(c)(1) Only One Responsible Source and no other supplies or services will satisfy agency requirements (FAR 6.302-1). The proposed procurement action will result in an indefinite delivery/indefinite quantity (IDIQ) contract for a two-year period of performance. This IDIQ contract will include the procurement, engineering, and fabrication of current probes to be tested and potentially installed in shipboard or other applicable environments. The developed current probe device will be designed to couple to ship and vehicle structures to form an antenna utilized over a large Radio Frequency (RF) span including Very Low Frequency, Low Frequency, High Frequency, Very High Frequency, and Ultra High Frequency. Under SBIR contract efforts, FCC developed the materials and technology to provide the required electrical characteristics and RF performance. The company holds the following patents related to the current probe technology: a. RF current-sensing coupled antenna device, U.S. Patent 5,633,648 b. RF current injecting antenna device probes, U.S. Patent 6,492,956 The design of the current probes are dependent on knowledge of performance characteristics of magnetic materials outside the normal frequency range of their usage; a skill that has been developed by FCC and is unique to their company. Accordingly, FCC currently retains SBIR data rights in connection with these developments and is the only firm capable of providing the services. The applicable North American Industry Classification Systems (NAICS Code) is 541330. The proposed solicitation number is N66001-14-R-0124 and the intended contract number is N66001-14-D-0124. The total estimated amount of this action is $1,041,323.00. This notice of intent is not a request for competitive proposals. However, all interest and capability statements received within 15 days after date of publication of this synopsis will be considered by the Government. Responses are due by 27 September 2013 at 16:00 PM Pacific Standard Time via email. Questions submitted by phone or fax will not be considered. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
