Description
This announcement is to all Small Business, 8(a) Small Business, HUBZone Small Business, Service-Disabled Veteran-Owned Small Business and Women-Owned Small Business concerns that may be interested in performing a contract for the Mid-Pacific Region of the Bureau of Reclamation. The work to be performed is described below. Based upon response to this announcement, the Government may determine to set this acquisition aside or proceed with an unrestricted solicitation. The applicable North American Industry Classification System (NAICS) Code is 237990 and the related small business size standard is $33.5M. This notice is not a request for proposal and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. The estimated cost of this project is between $1,000,000 and $5,000,000. This procurement will require 100% performance and payment bonds. Work is located in Douglas City, California in Trinity County. Interested parties should include the following information in their response: (a) Business name, address, cage code, size classification based on NAICS size standard, socioeconomic classification (i.e. HUBZone; 8(a), etc.), and a point of contact; (b) A positive statement of your intention to submit an offer for this solicitation as a prime contractor; (c) Evidence of your experience performing work similar in type and scope to the work in this announcement within the last five years. The evidence should include: contract numbers, project titles, dollar amounts and points of contacts with telephone numbers. Please do not include more than three past projects; and (d) Include attachments cataloging the company's equipment assets, personnel resources and financial resources that demonstrate company responsibility and capability to perform required work. (e) You are required to provide evidence of your bonding capacity; All interested parties are encouraged to respond to this notice, by e-mail to ryousefgoarji@usbr.gov not later than close of business on 9/27/2013. The information provided in this announcement is all information the Government has available at this time. There are no specifications, drawings, bid packages, or source lists available. System for Award Management (SAM) applies to this procurement. Prospective contractors must be registered in the System for Award Management (SAM) prior to award. Lack of registration in the SAM database will make an offeror ineligible for award. Information on SAM registration can be obtained via the Internet at http://www.sam.gov PRINCIPAL COMPONENTS OF WORK: The Trinity River Restoration Program (TRRP) has the need for ecological restoration work in support of river rehabilitation activities in the riverine, upland, and in-channel areas. The work is expected to include the natural resource specialty area and will include, but not be limited to, ecological restoration and fish habitat creation activities such as: floodplain enhancement, side channel development, alcove creation, large woody debris and boulder installation, salvaging existing vegetation and replanting, spawning gravel (coarse sediment) processing, coarse sediment placement, and vegetation establishment. The in-channel and riverine activities are intended to: "increase the area, quality, and availability of habitat for anadromous salmonids (specifically fry, juvenile, and spawner life stages) over a range of flows; "increase the structural complexity of the types of riverine habitat available and thereby increase the range of anadromous salmonid life histories that can be supported; "increase the overall surface area that would be inundated at various flows, thereby enhancing opportunities for development of complex riparian habitat; "establish conditions such that the ROD flow regime will frequently scour the bed of the river and inhibit the development of berms; "recruit a diverse assemblage of riparian vegetation into areas that may provide fish habitat, as well as onto the surfaces within and above the Ordinary High Water line, including floodplain surfaces that are not subject to high-flow scouring; "develop a sequence of point bars and encourage lateral migration of the channel at flows characteristic of the 1.5-year recurrence interval/bankfull discharge; "develop low-water alcoves at the base of side channels that provide low-velocity aquatic habitat at flows ranging from approximately 300 to 6,000 cfs; "develop side-channels that will function at flows of 300 cfs or greater; "develop high-flow scour channels that will function at flows greater than 6,000 cfs; and "Increase the area, quality, and availability of habitats for native wildlife species that may benefit from enhancement of the form and function of the riparian corridor, e.g., migratory birds, western pond turtles (Actinemys marmorata), and yellow-legged frogs (Rana boylii).
