Description
The Missile Defense Agency (MDA) will procure target objects for developmental testing of an exo-atmospheric Interceptor. The Minimum Debris Area Target (M-DAT) is envisioned as an inflatable target object designed to reduce debris over the flight test range for high altitude intercepts. The contractor will utilize proven, demonstrated expertise in the development of inflatable countermeasures to modify existing "off-the-shelf" designs previously deployed to emulate a target Re-entry Vehicle (RV) with a specific Radar Cross Section (RCS), Infra-Red (IR) and related optical signatures, and telemetry capabilities. The resulting contract will include security requirements up to the level of Secret. The contract will include three efforts: 1) Develop and manufacture target object(s) from an existing, delivered design; 2) Provide priced options to tailor / adjust telemetry capability, IR and RCS signature requirements, and the ability to perform attitude control adjustments; and 3) Provide engineering technical services for test range support. The intended outcome of this market research is to determine U.S.-owned industry capability to support the M-DAT program. MDA requests that entities interested in this acquisition submit a capability statement describing specific, demonstrated experience in developing inflatable targets for deployment in the exo-atmosphere within the last three years either by a direct orbital or suborbital launch or by deploying from a launched platform. Include information such as contract number (indicate if your organization performed as a prime or subcontractor), organization supported, contract value, government points of contact, current telephone numbers and e-mail addresses, and a brief description of how the referenced contract(s) relates to the requirements described herein. Include in the capability statement any commercially available, government developed, or non-developmental / developmental hardware used in performance of contractual requirements. The first flight article delivery must occur within 12 months of contract award. Options for additional flight articles may be exercised solely at the Government's discretion. Optional flight articles shall be delivered within 12 months of option exercise. The period of performance is envisioned to begin in FY 2014 and continue for up to five years, including options. Interested entities' capability statements shall describe demonstrated experience meeting all the requirements listed below. •1. DEMONSTRATED REQUIREMENTS •1. Demonstrated capability to develop, test, qualify, fly and successfully deploy an inflatable object in the exo-atmosphere either from an existing platform, RV, or as a stand-alone launch platform. •2. Demonstrated capability to design or alter existing commercially available (either your design or some other industry partner's) hardware to fit within a cylindrical volume of diameter 12.29 cm, length 45.7 cm. •3. Demonstrated capability to emulate an RV through product delivery and launch with the capability to design the inflatable object with a specific RCS, IR, and related optical signatures. •4. Demonstrated capability to provide telemetry for position and status data to the ground. •5. Demonstrated capability to deliver and complete qualification tests of inflatable targets within 365 days of contract award. •6. Ability to receive and maintain a Technical Assistance Agreement and Export License. All responses are to be delivered in *.pdf electronic format only, and limited to no more than fifteen 8.5 inch X 11 inch pages front and back, using Times New Roman 12 pt font, with one inch margins on top, bottom and sides (11 inch X 17 inch foldouts will be counted as two pages). Responses containing classified information will not be accepted. Those responses containing company proprietary information must be marked appropriately. Please provide the organization name, address, point of contact information, and type of business. Potential small business offerors should include their small business size status in their responses. These offerors should also be registered in the System for Award Management database and submit updates of representations and certifications to the Online Representations and Certifications Application as necessary, but at least annually, to ensure representations and certifications are kept current, accurate, and complete. Provide security capability and experience for Facility Clearance up to Secret and Level of Safeguarding Required up to Secret. This sources sought synopsis is not a commitment by the Government to award a contract and the Government will not pay any costs incurred as a result of this synopsis. Respondents will not be notified of the results of any review of responses to this synopsis, however, clarification of submissions may be requested by the Contracting Officer. Third party, non-governmental personnel may be used as subject matter experts in the review after having signed non-disclosure agreements. MDA will acknowledge receipt of capability statement submissions via return e-mail.
