- The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award a sole source firm fixed price commercial contract to Ocenco Incorporated, 10225 82nd Avenue, Pleasant Prairie, WI 53158-5800, for the acquisition of approximately 8327 Emergency Escape Breathing Devices (EEBD) for a 12 month base period. There will also be a 6 month option period for an additional 1553 EEBDs, as well as a second 6 month option period for an additional 2978 EEBDs. The EEBD is designed to provide respiratory and eye protection in an atmosphere that will not support life. The EEBD provides the wearer with 10 minutes of breathing air. The EEBDs are being acquired to refit several Navy ships shat have expired or near-expired EEBDs. It will also provide EEBDs for outfitting new ships being commissioned into the fleet. The purchase is not suitable for full and open competition for the following reasons. These EEBDs are urgently needed in FY14 in order to meet the projected deployment schedule for U.S. Navy ships. The Ocenco M20.2 EEBD is the only EEBD that meets National Institute for Occupational Safety and Health (NIOSH) requirements as well as the only approved device that meets US Navy stowage and use requirements. The US Navy currently owns over 300,000 EEBDs. Ocenco has been the only source of supply since the award of a competitive contract in 1997 and a sole source contract in 2012 to provide a limited quantity of EEBD units. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Offerors wishing to provide responses/comments to this synopsis shall do so via email to Corey.rezner @navy.mil no later than the closing date of this synopsis. The closing date of this synopsis is 30 September 2013. Delivery shall be FOB Destination required within 180 days after contract award for the 12 month base period. If exercised, each 6 month option period's delivery shall be FOB Destination required within 90 days after exercising the option period. The resultant contract will be firm fixed price. The Department of Defense will no longer award contracts to contractors not registered in the System for Award Management (SAM) database.
