Revised IT Security Provisions INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS), intends to negotiate and award a purchase order on a noncompetitive sole source basis to d'Vinci Interactive, Inc., 28 S. Potomac Street #4, Hagerstown, Maryland 21740-6195, a follow-on to procure improvement and maintenance to the site architecture, design development and hosting of Genetics/Genomics Competency Center web-based education repository. This is a Follow-On Requirement. Procurement : 1. Hosting, Support and Maintenance for 12-Months. Please see attachments: ISSO Security Requirements. Background : The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI) led the National Institutes of Health's (NIH) contribution to the International Human Genome Project, which had as its primary goal the sequencing of the human genome. This project was successfully completed in April 2003. Now, the NHGRI's mission has expanded to encompass a broad range of research aimed at understanding the structure and function of the human genome and its role in health and disease. To that end the NHGRI supports the development of resources and technology that will accelerate genome research and its application to human health. A critical part of the NHGRI mission continues to be the study of the ethical, legal and social implications (ELSI) of genome research. The NHGRI also supports the training of investigators and the dissemination of genome information to health professionals and the public. The Genomic Healthcare Branch (GHB) of the Office of Policy, Communication, and Education (OPCE) at the NHGRI was created to promote the effective integration of genomic discoveries into healthcare, lead the Institute's health professional education efforts, and advise the NHGRI director and senior staff on a broad range of issues regarding healthcare professional needs and involvement in the translation of genome research to clinical benefit. GHB activities are grouped into four broad areas: 2.1 Developing priorities for translational genomic research at the NHGRI and beyond. 2.2 Promoting the development and evaluation of tools that enable healthcare providers to take more effective advantage of advances in genomics. 2.3 Promoting genetics literacy among the full spectrum of healthcare providers and their patients. 2.4 Serving as a liaison between the healthcare community and the NHGRI, and encouraging dialogue with healthcare providers and organizations with an interest in the role of emerging genomic technologies in reshaping healthcare. Justification : Genomic applications in healthcare are increasingly relevant to the day-to-day delivery of care to patients by all healthcare professionals. The NHGRI has been assisting the U.S. nursing, physician assistant, genetic counselor, and pharmacist communities to apply standard competencies for genomics as well as supporting access to the educational resources necessary to achieve competency. In response to many organizations in these communities expressing a strong interest in having a centralized web resource for their educators, NHGRI funded the creation of an online tool to help educate the next generation of healthcare disciplines about this new frontier. The Genetics/ Genomics Competency Center is a free, web-based repository of curricular materials on genetics and genomics designed for nurses, physician assistants, genetic counselors, and pharmacists that facilitates communication, development, and dissemination of educational resources and approaches to achieve genetic/genomic competency. Access to this resource is available at http://www.g-2-c-2.org. Providing healthcare professionals with a learning management system, based on a core set of competencies that organizes genetic/genomic education materials enhances efforts to develop trans-disciplinary approaches to genetics/genomics education. The nursing, physician assistant, genetic counselor, and pharmacist education communities have been working together to create this web-based education repository and have developed synergy between the four disciplines. Their efforts to develop shared, competency-based curricular resources can now serve as a model for genetics/genomics education for the broader healthcare community which remain challenging to reach. Over two years, with funding from NHGRI, the University of Virginia created the web-based architecture that provides both content and learning management capabilities for genomics educators (known as G2C2- Genetic/Genomic Competency Center). This tool has now become a centralized repository for diverse health professional education resources. This system previously existed on the development servers at the University of Virginia. The system was designed to adhere to emerging guidelines for competency based education for health professionals that are not unique to genetics. The original system was populated with content from both nursing and physician assistant communities. Beta testing of the G2C2 site occurred with educator groups, modifications based on the pilot completed, and a long-term hosting solution was selected. The site was moved to d'Vinci for hosting and upgrades in 2011-2012. This action is a follow-on requirement for d'Vinci Interative to continue providing hosting, maintenance, and support for the g-2-c-2.org website on behalf of the government, with options for additional discipline resources to be added and ongoing development of the G2C2 website. 508 COMPLIANCE : In order to comply with Section 508 of the US Rehabilitation Act, the website must adhere to Subpart B- Technical Standard § 1194.22 ¬ Web-based intranet and internet information and applications, see below: (a) A text equivalent for every non-text element shall be provided (e.g., via "alt", "longdesc", or in element content). (b) Equivalent alternatives for any multimedia presentation shall be synchronized with the presentation. (c) Web pages shall be designed so that all information conveyed with color is also available without color, for example from context or markup. (d) Documents shall be organized so they are readable without requiring an associated style sheet. (e) Redundant text links shall be provided for each active region of a server-side image map. (f) Client-side image maps shall be provided instead of server-side image maps except where the regions cannot be defined with an available geometric shape. (g) Row and column headers shall be identified for data tables. (h) Markup shall be used to associate data cells and header cells for data tables that have two or more logical levels of row or column headers. (i) Frames shall be titled with text that facilitates frame identification and navigation. (j) Pages shall be designed to avoid causing the screen to flicker with a frequency greater than 2 Hz and lower than 55 Hz. (k) A text-only page, with equivalent information or functionality, shall be provided to make a web site comply with the provisions of this part, when compliance cannot be accomplished in any other way. The content of the text-only page shall be updated whenever the primary page changes. (l) When pages utilize scripting languages to display content, or to create interface elements, the information provided by the script shall be identified with functional text that can be read by assistive technology. (m) When a web page requires that an applet, plug-in or other application be present on the client system to interpret page content, the page must provide a link to a plug-in or applet that complies with §1194.21(a) through (l). (n) When electronic forms are designed to be completed on-line, the form shall allow people using assistive technology to access the information, field elements, and functionality required for completion and submission of the form, including all directions and cues. (o) A method shall be provided that permits users to skip repetitive navigation links. (p) When a timed response is required, the user shall be alerted and given sufficient time to indicate more time is required. REGULATORY AUTHORITY: This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source, only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION: Industry Classification (NAICS) Code is 541511, Custom Computer Programming Services and the Small Business Size Standard is 500 Employees. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-69 (September 3, 2013). This requirement is under the SAT of $150,000.00. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
