Brief Description: Source Sought for the National Guard Bureau (NGB) to provide a support to the Office of the Chief, National Guard Bureau (OCNGB) and National Guard Bureau Joint Staff. Questions Date: 12 September 2013 (e-mail only, NO phone calls) Response Date: 17 September 2013 Contracting Officer: Major Lydia Jensen, E-Mail: Lydia.C.Jensen.mil@mail.mil Primary NACIS Code: 541611 (Administrative Management and General Management Consulting Services). Place of Performance: The location of the work is at The Pentagon and Arlington Hall Station, 111 S. George Mason Drive, Arlington, VA 22204. The National Guard Bureau (NGB) Operational Contracting Division, on behalf of OCNGB is conducting market research to determine the availability of certified Small Business Administration 8(a) firms to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to: Conclude the New Design phase; the following will need to be accomplished: 1.Support the assembly of J-A-G Code, COSAC/DOSAC collaborative working groups to identify the essential products, processes and collaborative TTPs/SOPs (NGB Integrated Processes) necessary to accomplish all METLs across all levels of NGB/JFHQ-S activity (strategic to operational support to execution). 2.Develop the principles of Manpower Application and a manpower model utilizing the quote mark USAMAA Manpower Modeling Methodology quote mark. 3.Apply the manpower model to develop required numbers and types of manpower positions (KSAs and capacity) necessary to execute the NGB Integrated Processes. 4.Compare with current KSAs and capacity across NGB staffs and JFHQ-S 5.Build quote mark NGB Strategic Integrated Process Teams quote mark from comparison and justify areas of potential growth. 6.Codify quote mark NGB Integrated Processes quote mark and quote mark NGB Strategic Integrated Process Teams quote mark in a CNGBM. Shift responsibilities across the NGB staffs in place in order to: 1.Test TTP/SOPs, interoperability and products and modify as necessary. 2.Verify efficacy of NGB Integrated Processes and proper function of the NGB Strategic Integrated Process Team. THIS IS NOT A FORMAL SOLICITATION. This sources sought announcement/market survey is for certified Small Business Administration 8(a) firms only. However, NGB does contemplate making a direct 8(a) award in Quarter 1 of FY14. The purpose of this quote mark Sources Sought/Market Survey quote mark is to gain knowledge of potential qualified sources and to develop additional knowledge of the existing market for the required services. Feedback on individual submissions will not be provided. Capability Packages: Certified Small Business 8(a) firms are encouraged to submit capability packages. Business having the ability to provide the services listed in the attached Draft Performance Work Statement shall provide clear and comprehensive information supporting their experience, expertise, and current company profile to include the number of employees, office location(s), DUNS number CAGE code, small business designation/status claimed and annual revenue. The capability packages for this sources sought/market survey are not expected to be proposals, but rather statements regarding the company's existing experience in relation to the area specified in the above list. The draft list of required items is attached for your information. This document is not in final form and is subject to change. In addition, the following questions must be answered and elaborated on as part of the package: (1) Past Performance - Does your firm have the relevant past performance experience within the last three years? (2) Corporate Experience - Does your firm have the work experience similar in nature, scope, complexity, value and difficulty of work in the above list? Capability packages must not exceed 15 pages (12 point font with on-inch borders, not including pictures, brochures and Market Survey), must be submitted electronically and should clearly indicate whether your firm is able to provide the services listed.
