- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All technical questions regarding this requirement should be directed to Ms. Lilas Soukup at 412-386-6055, e-mail Lilas.Soukup@netl.doe.gov. It is the National Energy Technology Laboratory's (NETL) intent to award a purchase order on a sole source basis to CARNEGIE INSTITUTE, Pittsburgh, PA. for ?Maintenance and installation of current and new energy exhibits at the Carnegie Science Center under the NETL Energy Zone. This is considered a sole source to CARNEGIE INSTITUTE because At the Carnegie Science Center, NETL has an existing exhibit ? Energy Challenge ? on the 4th floor. The Energy Challenge will be updated by NETL and in conjunction with the Energy Challenge update; additional exhibits currently at the Science Center will be updated and relocated to create an ?NETL Energy Zone? by the Carnegie Science Center. The Carnegie Science Center is the only vendor available to perform the updates and relocation of exhibits, because they are the owner of the venue and of the exhibits. All liability for the exhibits is maintained by the Carnegie Science Center including the maintenance and operation costs. The original Energy Challenge exhibit was installed for NETL?s 100th Anniversary in 2010. The exhibit was installed by a third-party vendor at the Science Center. The Science Center is providing the space and all consumables (i.e., electricity, internet connectivity, cleaning) for the exhibit. The Energy Challenge exhibit is one of the Science Center?s top three exhibits and provides NETL with high visibility to visitors (i.e., school trips, organizations holding events, daily visitors from all arenas) of the research that is being done by NETL in the energy arena All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Challenges must demonstrate the capability to provide all of the listed specifications for the item being requested. If no challenges to acquire this item are received by 5:30 PM ET on August 25, 2013, the government reserves the right to execute an award without publishing further notification. Detailed capabilities, proposals and other documents must be submitted no later than the time and date noted above. NOTICE: Vendors are strongly encouraged to submit their Request for Quotation (RFQ SF 18) or proposal(s) via the FEDCONNECT.NET portal at www.fedconnect.net. Request for Quotation (RFQ SF 18) or proposal(s) shall also be accepted via email or fax.
