Description

The Wilmington VA Medical Center Contracting Office, 1601 Kirkwood Highway, Wilmington, DE intends to issue a Firm-Fixed Price Service Contract Award to a Service-Disabled Veteran Owned Small Business (SDVOSB) to obtain Quarterly Inspections and repair of Fire Stop Barriers, as described in the Scope of Work at the Wilmington VA Medical Center, 1601 Kirkwood Highway, Wilmington, DE. The North American Industry Classification System (NAICS) code for this procurement is 541350 with a size standard of $17M. The Solicitation issue date will be approximately September 16, 2013, with an approximate response date of September 25, 2013. A walkthrough, questions or site visit if needed should be scheduled through the Contracting Officer's representative (COR) Mr. Marshall Murdaugh, at (302) 994-2511, ext. 5518 or via e-mail: Marshall.Murdaugh@va.gov with a Cc to me as the Contracting Officer (CO) prior to the response date. The Solicitation is a Request for Quote (RFQ) and will be issued as a 100% SDVOSB set-aside. GENERAL REQUIREMENTS The Vendor to provide all labor and materials, equipment and supervision and quality assurance necessary to perform a service contract for quarterly inspections and all associated repairs of the Fire Stop Barriers located at the Wilmington VA Medical Center as per the Statement of Work (SOW). All work to be conducted under the supervision of a Fire Protection Engineer. For 1 and 2 hour rated partitions, as shown on hospital drawings, install red in color specified technologies (STI) Fire Stop materials as per the ASTM-814 specifications. Because of the complexities of older facilities, engineering judgments may be utilized for sealing penetrations that have unique configurations. All engineering judgment will be submitted to the Chief Engineer for Approval. Vendor will provide the best possible solution for the Wilmington VAMC while maintaining life safety as its primary goal. The Solicitation will result in a Firm-Fixed Priced Contract. This will be a five (5) year service contract with a base year and four (1) year option periods. The entire Solicitation will be made available only on the Electronic Posting System (EPS) web site https://www.fbo.gov Paper copies of the Solicitation will not be available. The SOW and specifications will be available upon request to the COR. Once the Solicitation is posted, it's incumbent upon the interested parties to review the EPS website frequently for any updates and/or amendments to any and all documents.
