- FEDBIZOPS Intent to Award Notice for RFQ N65726-13-T-0156 Naval Sea Logistics Center intends to award a delivery order to Operational Research Consultants, Inc. located in Chesapeake, VA. This delivery order will provide the required support for ORC HSM 260 brand name smartcard management consoles already owned by the Government.
