- FOREIGN CURRENCY PURCHASING SERVICES SOLICITATION ***ALL PROPOSALS SHOULD BE SENT TO THE FOLLOWING POINT OF CONTACT ON OR BEFORE SEPTEMBER 24, 2013, 10:00 A.M. EASTERN TIME; PETE W. JONES CONTRACTING OFFICER 1969 DYESS AVE, BUILDING C CHARLESTON, SC 29405 CGFS Charleston must have access to a foreign exchange rate database for every currency in the world and we must be able to access this database to download the daily foreign exchange rates via a web service API providing an xml output. The XML output is used as feeder file for the Department of State's financial systems and website. The vendor's database must be available 24 hours a day - seven days a week. LICENSING AND EQUIPMENT FOR: •a foreign exchange rate database with the ability to download the daily foreign exchange rates (once daily) DELIVERABLES The vendor must supply a database from which CGFS Charleston can pull a prevailing exchange rate for all currencies in circulation. (see list below) CGFS Charleston must be able to download the exchange rates via a web service API in the form of an XML output. There will also be manually populated exchange rates to our feeder application for some of these currencies with the exchange rate provided by U.S. Embassy Financial Management officers. The XML output t is used as a feeder file for the daily exchange rates in the U.S. Department of States financial systems. The XML output of exchange rates is also published on the Department of States intranet. The XML output of exchange rates has a limited email distribution to other U.S. Government agency officials. The vendor must provide access to exchange rate databases to facilitate the required daily update of system exchange rates. The vendor must provide the prevailing exchange rates in a format that can be down loaded and saved using a web service and resulting in an XML output. The XML output is used as a feeder file for the Department of State's financial systems and website. Requesting a 60 day pilot period to determine if the database access functions according to the U.S. Department of State needs, if database access cannot be implemented the contract shall be terminated during the pilot period.
