Description
This is a Sources Sought/Request for Information (RFI) only. This Sources Sought synopsis is not a request for proposals (RFP), and is not to be construed as a commitment by the government to issue a solicitation or ultimately award a contract. This is for planning and market research purposes only and shall not be considered as an obligation on the part of the Government to acquire any products or services. Responses will not be considered as proposals, nor will any award be made as a result of this synopsis. No proprietary data should be submitted in response to the synopsis. Any submissions will be considered to be public information. Responses will not be returned. Request for Information - Fuel Distribution System in support of Department of Defense Background: Currently the DoD / US Army uses the Inland Petroleum Distribution (IPDS) to execute its overland petroleum distribution mission. IPDS is a rapidly-deployed, general support, bulk fuel storage and pipeline system that has a design throughput of 720,000 gallons/daily based on 600 GPM @ 20 hours per day with four hours allocated for maintenance. Bulk fuel can be supplied from local sources such as refineries or over-the-shore with the Offshore Petroleum Discharge System (OPDS). After initial receipt into shore facilities or a Tactical Petroleum Terminal (TPT), the fuel is then pumped inland by means of the pipeline and pump stations to TPTs located further inland. TPTs are made up of multiple fuel units and each fuel unit has stand-alone bulk fuel receipt, storage, and distribution capabilities allowing them to operate separately from units when required. IPDS is used worldwide to provide bulk Class III petroleum fuels to operating forces during combat and contingency operations. This pipeline system is the most effective means of moving large quantities of bulk Class III products currently in the military inventory. Specifically seeking companies who can provide contractor enhanced fuel distribution capability to meet IPDS mission requirements using either: 1) commercial capability solely, or 2) commercial capability with supporting government furnished equipment (GFE). The anticipated fuel petroleum distribution system would need to meet the following requirements: 1) Store, transport, and/or dispense a minimum of 720,000 gallons per day 2) Store 1.2 million gallons of petroleum products per fuel unit and 3.6 million gallons per TPT 3) Dispense product to tankers/trucks at a minimum flow rate of 600 GPM 4) Minimum emplacement rate of 3 miles per day - with a target of employment rate of 20 to 25 miles per day. Recovery rate of 10 miles per day 5) Be compatible with existing IPDS and other equipment, such as fittings, hoses, tanks, etc., that could be provided as GFE 6) Handle multiple grades of petroleum products, such as aviation fuels (primarily JP8 or Jet-A), automotive gasoline, and diesel fuel, if necessary 7) Provide versatility for restrictive terrain 8) Flexible hose / conduit and automation would be acceptable Responses should not exceed 25 pages and should address the following: 1) Firm's experience in providing like/similar services. 2) Potential technical approach(s) to satisfy the above mentioned performance requirement, with considerations given to needs for GFE, advance notification requirements for capabilities deployment, ability to sustain for duration of needs, worldwide deployment requirement, and potential for multiple simultaneous capability deployment to distinct geographic areas. 3) ROM cost estimates, to include input on contractual structure to minimize associated costs to the Government. Please provide any details of a contingency service type contract to include potential fixed fee and cost reimbursable items. 4) Industry considerations/input on feasibility to maximize potential for utilizing the private sector to support this requirement.
