Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 3068348 and the solicitation is issued as a request for quotation. This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; and is not expected to exceed the simplified acquisition threshold. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69, dated August 1, 2013. There are no set-aside restrictions, the associated NAICS code 334516 and the small business size standard 500 employees. The National Institute on Drug Abuse (NIDA) Station Support/Simplified Acquisition (SS/SA) on behalf of the National Institute on Aging (NIA) would like to purchase MotoRater Mouse/Rat Kinematic Analysis System. The system has the following requirements: 1) Arena constructions/parts, 2) High performance lighting system for optimized illumination ensuring optimal high-speed video monitoring of test animal from 3 sides, 3) Exchangeable top background frame ensuring optimal optical contrast for video monitoring, 4) Mirror system completed with two dedicated mirrors, 5) Optical system, 6) Pump and pipeline for water, 7) Data Acquisition & Analysis System, and 8) Video tracking software package. FAR Clause 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition. In addition, FAR Clause at 52.212-2, Evaluation Criteria Commercial Items also applies. You must include a completed copy of the provision at FAR Clause 52.212-3, Offer Representation and Certifications-Commercial Items, with your offer. FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, and FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, apply to this acquisition. The Defense Priorities and Allocations System (DPAS) is not applicable to this requirement. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Response to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination and Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System Management (SAM) www.sam.gov." All responses must be received by September 17, 2013 3:00PM EST and must reference number 3068348.
