- ATTACHMENT 7 - COMMENT MATRIX ATTACHMENT 6 - DRAFT CONTRACT DATA REQUIREMENTS LISTING (CDRLs) ATTACHMENT 5 - DRAFT OFFEROR'S LIBRARY ATTACHMENT 4 - DRAFT GOVERNMENT FURNISHED PROPERTY (GFP) LIST ATTACHMENT 3 - DRAFT SECTION M ATTACHMENT 2 - DRAFT SECTION L ATTACHMENT 1 - DRAFT SECTION B CONTRACT LINE ITEMS REQUEST FOR INFORMATION (RFI) AND INDUSTRY DAY FOR MINI CRYPTO SOLUTIONS DRAFT REQUEST FOR PROPOSAL DOCUMENTS Air Force Lifecycle Management Center (AFLCMC), Cryptologic Systems Division (CPSD), COMSEC Products Branch (HNCC), Joint Base San Antonio - Lackland, Texas, is seeking feedback from Industry on several requirements documentation for a Suite B based, NSA Type 1 (available and under development) certified or certifiable Mini Cryptographic (MC) devices for Secret and Below information protection. The cryptographic device will need to be capable of meeting highly optimized Size, Weight, and Power (SWaP) constraints while supporting modest data throughput. AFLCMC/HNCC envisions MC to be an embeddable module, however alternate solutions may be considered for installation. Embedment/installation will be required to operate within a system employing advanced electronic technology. The Government has posted the following draft documents: Section B, L, M, Government Furnished Property List, Offerors' Library, and Contract Data Requirements Listing for industry review and comments. In addition, a comment matrix is attached for your use to provide questions/comments to the Contracting Officer. The Government will also provide the following FOUO documents only to companies with a cage code and with the proper Public Key-Infrastructure (PKI) certificate: a. Draft Technical Requirements Assessment (TRA) b. Draft Information Assurance Security R e quirements Directive ( IASRD ) c. Draft Manufacturing Readiness Assessment (MRA) Guidance d. Draft System Requirements Document (SRD) e. Draft Statement of Objectives (SOO) For access to the draft documents above, please send an email digitally signed by a valid DoD External Certificate Authority issued certificate and your company CAGE code to latoya.siples.1@us.af.mil and trey.simko.2@us.af.mil. INDUSTRY DAY The Government also intends to host a 2 nd Industry Day on 25 and 26 September 2013. The Industry Day provides an opportunity for vendors to provide their comments and feedback on the Draft Request for Proposal Documents attached to this notice. This will be an open exchange with Industry concerning the Government requirements. On the first day, the Government will brief background information for this acquisition. The Government will then review each draft document individually with all attendees, allowing for comments, and questions and answers. Each company is restricted to two representatives maximum and any prime may include potential subcontractors within the two representatives. Questions and answers discussed during the Industry Day will be made available on FedBizOps approximately three weeks after the Industry Day. Upon request, individual sessions with the Government will be made available and consist of at most a 30 minute timeframe. Respondents are reminded that during the individual sessions all questions and Government answers that are not specific to a respondent's solution will be posted to FedBizOps. The Government is interested in any inputs or comments concerning the Draft Request for Proposal documents sent via this RFI. The Government is also interested in any input or comment on the method of contracting and contract types as well as an understanding of vendor concerns. If your company chooses to attend the Industry Day, please e-mail your intent; with a list of attendees (include company cage code, full name, business title, contact information (i.e. phone number and email address, and citizenship) to the Points of Contact identified below NO LATER THAN 18 September 2013 at 4:00 PM CT. Also be sure to indicate if you wish to participate in a one-on-one session. Scheduling will be on a first come first serve basis. Industry Day Instructions and a confirmation of a scheduled meeting time will be provided by e-mail several days prior to the event. A valid U.S. Government issued ID will be required to gain entry into the briefing location in San Antonio, TX. REMINDER This Request for Informati o n (RFI) (including Industry Day) is in accordance with the Federal Acquisition Regulation (FAR) clause 52.2 1 5-3 (Request for Information or Solicitation for Planning Pu r poses - Oct 1997) and is published to obtain information for use by AFLCMC/ HNCC for market research and planning purposes only. This RFI is NOT a Request for Proposal (RFP), Invitation for B i d, or an announcem e nt of a sol i citation; it is only intended for information or planning purposes. There is no bid p a ckage or solicitation document associated with this announcement. Response to this RFI is strictly voluntary and will not affect any potential o f feror's ability to submit an offer if a solicitation is released. Any requests for a solicitation package will be disregarded. The government does not intend to award a contract on the basis of this RFI or otherwise pay for t he information solicited. No entitlement to payment of dir e ct or indirect costs or charges by the go v ernment will ari s e as a result of preparing submissions in response to this RFI and the government's u s e of such information. Additionally, t he Government will not reimburse respondents for any costs incurred in preparation of a response to this notice or attendance at the Industry Day. Not participating in this event does not preclude participation in any future RFP, if any is issued. It is the responsibility of the interested parties to monitor this FedBizOps website for additional information pertaining to this potential acquisition. S u b m ittals will not be returned to the sender. Respondents to this RFI may be requested to provide additional informa t ion/details based on their in it ial submi t ta l s. Respondents to this RFI are advised that proprietary, confidential, or privileged commercial data submitted as part of your response may be released to the following non-Government advisors supporting the Government in this acquisition: Innove, Jacobs Technology, MITRE, PE Systems, and Quantech Services Inc. Although the Government's contracts with these advisors require non-disclosure agreements, please indicate in your response any objections you may have to the use of these advisors. Specify the name of the advisor, specific basis of the objection, and the specific portions that you object to disclosure to the non-Government advisor. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Respondents are responsible for marking proprietary information at the appropriate classification level. Proprietary information will be safeguarded in accordance with the applicable Government regulations. R e spondents will not be contacted regard i ng their submission or information gathered as a result of this notice nor the outcome of the Government's rev i ew of the solicited information unless the Government desires further inf o rmation. Submitted information packa g es will be retained by the Government and not returned to the contractor.
