Description
Question #9 - The solicitation provides differing information about the desired number of 7-8 hour training sessions (which can be broken in half). Is the desired number one, three, or some other number? Response #9 - Our goal is to host three 7-8 hour training events during the base year; one event can be considered 7 in-classroom hours in one day or 3-4 in-classroom hours over the span of 2 days. Question #10 - How many employees does BEA hope to train through this initiative? Response #10 - If the goal of three training events is satisfied, up to 60 employees will be trained due to the maximum number of participants in each session being 20. Question #11 - Will all participants be BEA employees, or will there be participants from other public statistical agencies? Response #11 - The audience consists of BEA employees. Question #12 - Which specific categories of employees does BEA hope to serve through the project? Response #12 - BEA has a number of employees responsible for writing for the public based on statistical data consisting of analysts, economists, researchers, and accountants. Questions #13 - Does BEA envision the same basic training session being administered to all participating employees, or does it envision having different sessions customized to the substantive work of different types of employees (e.g., national accounts, regional accounts)? Response #13 - During the base year, minor changes may be necessary after the first training event to adjust based on employee feedback received on course evaluations; no changes will be made to accommodate the program areas from training event to training event. Their input will be provided via Subject Matter Experts involved in the content development process. Question #14 - How many and which kinds of BEA Subject Matter Experts will be involved in designing the training? How does BEA envision the design process unfolding? Response #14 - BEA plans to involve at least 6: one Subject Matter Expert from the major program areas and one from each administrative division. The design process will begin with a meeting with the SMEs and vendor for information gathering; at this meeting, a more specific process and timeline will be discussed. Question #15 - Is there a fixed review process through which the training content must go? Approximately how much time should be reserved for the training content to pass through necessary reviews? Who holds final approval? Response #15 - There is no fixed review process for the course content; the review process will be made flexible in order to provide satisfactory time for review, taking into account release deadlines which can be found on bea.gov. Ultimately, the Training Office will provide final approval of all course content. Question #16 - Does BEA have a specific timeline over which it envisions the project unfolding (e.g., x months for design, y months for review, and z months for implementation)? Response #16 - The project is anticipated to unfold within the base year of award; the specific amount of time will be agreed upon after award. There is no specified timeline as they must account for the release schedule which can be found on bea.gov. Question #17 - Are their any organizational requirements or realities that limit when training sessions take place? Are their certain times of the year to avoid, or certain days of the week that are less practical than others? Response #17 - Please see the release schedule which can be found on bea.gov for reference. More specific scheduling and restrictions will be discussed after award. Question #18 - The solicitation references that the contract will be for a base year plus one option year. What is meant by the "option year"? Does it refer to creating new training materials, or does it refer to repeating the proposal from the first year at the same price level? Question #18 - During the option year, the trainer will facilitate sessions, whether they be additional training classes or refresher sessions. We do not anticipate material to be created during the option year, however, a few modifications may be required to the original training material; there will be no significant creation of modification of additional training content during the option year. Question #19 - Should the technical and cost information be submitted in one volume or two volumes? Response #19 - A cost conclusive cost breakdown should be provided in one volume. Question #20 - Is there a page limit for the response? Response #20 - Please provide a competent response in no more than 15 pages. Question #21 - Are there specific formatting requirements for the response documents? Response #21 - No. Question #22 - The solicitation asks for a minimum of two references to be provided with the proposal. Is a respondent-provided listing of contact information for relevant prior clients acceptable? Response #22 - There is no standard format for the references required.
