(End of Clause) NOTICE FOR FILING AGENCY PROTESTS It is the policy of the United States Coast Guard (USCG) to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time-consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the Government Accountability Office (GAO). Interested parties are encouraged to seek resolution of their concerns within the USCG as an Alternative Dispute Resolution (ADR) forum, rather than filing a protest with the GAO or some external forum. Interested parties may seek resolution of their concerns informally or opt to file a formal agency protest with the contracting officer or Ombudsman. Informal forum with the Ombudsman. Interested parties who believe a specific USCG procurement is unfair or otherwise defective should first direct their concerns to the cognizant contracting officer. If the contracting officer is unable to satisfy the concerns, the interested party is encouraged to contact the USCG Ombudsman for Agency Protests. Under this informal process, the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, contracting officer, and solicitation closing date (if applicable). Formal Agency Protest with the Ombudsman. Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the contracting officer through open and frank discussions. If the protester's concerns are unresolved, an independent review is available by the Ombudsman. The protester may file a formal agency protest to either the contracting officer or as an alternative to that, the Ombudsman under the OPAP program. Contract award or performance will be suspended during the protest period unless contract award or performance is justified, in writing, for urgent and compelling reasons or is determined in writing to be in the best interest of the Government. The agency's goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth in FAR 33.103. If the protester fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. The International Society for Performance Improvement (ISPI) provides workshops to broaden individual's knowledge base in human performance standards and technologies. Workshops are scheduled and provided all over the United States. In lieu of attending conference, desire is to bring workshop to the local unit. 1.2 BACKGROUND The foundation of the Coast Guard training system is rooted in the principles of HPT, which are codified in Force Readiness Command (FORCECOM) policies and procedures and implemented throughout the Coast Guard and at Training Center Commands. Training managers and performance consultants lead, administer, and manage the training system through the implementation of HPT and associated knowledge, skills, and abilities. They fill a vital role in linking and integrating Program Managers and Training Centers to deliver resident training and advanced distributed learning for operators and support personnel executing Coast Guard missions. Most have introductory skill sets garnered from formal education, but a vast majority of their learning comes from the on-the-job and through engagement with industry and academic partners. Providing advanced training and learning is necessary for their continued development and progression as human performance technologist in the Coast Guard. 1.3 CONTRACTOR PERSONNEL Workshop instructors shall be established HPT professionals who have at least 5-years working in performance improvement, obtained CPT certification, completed advanced degrees in HPT-related fields, and/or previously taught the workshop at least twice in the past 3-years. 1.4 PERIOD OF PERFORMANCE The period of performance will be 90 days from date of award 1.5 PLACE OF PERFORMANCE Performance will be at U.S. Coast Guard facilities in the Washington Metro Area. 1.6 HOURS OF OPERATION USCG facilities are open between the hours of 0700 and 1700 EST, Monday through Friday (except Federal holidays). 1.7 TRAVEL Vendor travel is not required. 2.0 TERMS & DEFINITIONS 2.1 FORCECOM - Force Readiness Command 2.2 HPT - Human Performance Technology 2.3 USCG - United States Coast Guard 2.4 COR - Contracting Officer's Representative 3.0 GOVERNMENT FURNISHED RESOURCES The government will provide the facilities for the workshops. 4.0 CONTRACTOR FURNISHED RESOURCES The Contractor shall furnish, labor, materials, and services necessary to fulfill the requirements of this contract, with the exception of items detailed in Section 3.0. 5.0 REQUIREMENTS 5.1 PRINCIPLES AND PRACTICE WORKSHOP Workshop shall ensure participants can define HPT, define performance and describe how to apply an HPT Road Map, clarify performance issues and determine if they are worthy of further analysis, apply the Total Performance System to profile organization development, identify possible drivers for performance issues, prescribe appropriate solutions, close performance gaps and achieve desired results, identify levels of performance evaluation and the types of data each level yields, identify strategies and tactics for institutionalizing change, and embed performance improvement technologies in their organizations 5.1.1 The course shall consist of the following topics: •Introduction to Human Performance Technology •Total Performance System •Performance Analysis •Cause Analysis •Intervention Selection and Design •Feedback/Evaluation •Performance Improvement Tools and Techniques •Performance Consulting 5.2 CERTIFIED PERFORAMNCE TECHNOLOGIST WORKSHOP Workshop shall ensure participants can understand the value of the certification to them and their organization, better evaluate their work and the work of others, assess their readiness to apply for the CPT designation, and develop a plan for their professional growth. 5.2.1 The course shall consist of the following topics •A discussion of the 10 Standards of Performance Technology on which the Certified Performance technologist (CPT) is based. •A discussion of the Certification application and review process. •Engagement in exercises applying a reviewer's checklist to sample applications. •Completion of the self-assessment guide to determine readiness to apply for certification. •Presentation of examples of well-documented applications and reviewers' feedback on some that did not meet the standards. 5.3 SCHEDULING All workshops will be schedules within 15 days after receipt of order. 5.4 COURSE CRITIQUES 5.4.1 The Contractor shall provide graduation certificates for the course. These certificates shall be filled out by the Contractor at the end of each course and passed out to students who have successfully completed the course. 5.4.2 The Contractor shall provide a course critique for USCG personnel to fill out upon completion of the class. A summary of these critiques shall be provided to the COR within 15 business days after completion of the course. 5.4.3 Contractor shall complete a non-completion record for each student who does not complete the course and provide to the COR. 5.4.4 Any student missing more than 10% of a class will fail the course and not receive a graduation certificate. The contract instructor should contact the COR immediately to discuss the student's situation. The Government retains the right to make the final decision on whether or not a student will be allowed to stay for the remainder of the course. 5.4.5 The Contractor shall immediately report all accidents occurring on Government property involving contract employees to local emergency response units and to the local resident authority and report the findings in writing to the COR within three (3) calendar days after the occurrence.
