- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Quotation (RFQ), W81XWH-13-T-0390. The solicitation document and incorporated, provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-62. This action is 100% Small Business Set-Aside. Description of Requirements: Renewal of non-personal support services for a two Interior Designers located at Falls Church, VA. Provides interior design planning coordination, support and technical advice in support of Medical Military Constructiong and Operation and Maintenance projects. To be performed in accordance with the attached Performance Work Statement (PWS). CLIN structure is as follows: 0001 Interior Designer, 12 MO 0002 Interiod Designer, 12 MO All services will be performed on Site at Falls Church, VA no alternate locations will be utitlized. 0003 Other Direct Cost Travel (The government has estimated travel to be $30000 and all quotes should be based on this figure) 0003 Contractor Manpower Reporting 1 LO Period of Performance 30 September 2013 through 29 September 2014 The provision at 52.212-1 Instructions to Offers - Commercial, applies to this acquisition. The provision at 52.212-2 Evaluation Commercial Items is applicable to this acquisition. 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. This is best value procurement. The Government may select to award to other than the lowest price, utilizing a trade off source selection process. Based on the evaluation of the non-cost factors and the best value to the Government. The following factors shall be used to evaluate offers which are listed in their relative order of importance: 1. Past Performance 2. Technical Capability 3. Price Past performance and technical, when combined, are significantly important when combined, when compared to price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of provision) Evaluation Factors: Past Performance: Offers shall provide past performance information for the past 3 to 5 years of similar scope, size, complexity and subject matter expertise in accordance with the solicitation. Past performance consists of two aspects for evaluation, past performance relevancy and performance confidence. The first aspect is to evaluate the offeror's past performance to determine how relevant a recent effort accomplished by the offeror is to the effort to be acquired through the source selection. Common aspects of relevancy include similarity of service/support, complexity, dollar value, contract type, and degree of subcontract/teaming. The past performance evaluation results in an assessment of the offeror's probability of meeting the solicitation requirements. The past performance evaluation considers each offeror's demonstrated recent and relevant record of performance in providing services that meet the contract's requirements. One performance confidence assessment rating is assigned for each offeror after evaluating the offeror's recent past performance, focusing on performance that is relevant to the contract requirements. The second aspect of the past performance evaluation is to determine how well the contractor performed on the contracts. 1.1. The Offeror will be evaluated based on the narrative description and type of contract work performed similar in size, scope and complexity to the requirements of this solicitation. Offeror shall provide a brief description of contract work and comparability to the proposed effort. Offerors are required to provide a reference point of contact, dollar value of contract and dates of contract performance. It is not sufficient to state that it is similar in magnitude and scope, a rationale must be provided to demonstrate that it is comparable. Projects completed or in progress described in the narrative will be evaluated for scope and degree of support to DOD, other federal agencies, or other comparable organizations. 1.2. Offerors shall describe problems encountered in the performance of similar services and describe how the problems was/were resolved. 1.3. A minimum of two (2), not to exceed four (4) past performances shall be provided. 1.4. Past performance information may be obtained from any other sources available to the Government, to include, but not limited to, the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; interviews with Program Managers, Contracting Officers, and Fee Determining Officials; and the Defense Contract Management Agency. 1.5. In the case of an offeror without a record or no relevant past performance exists within the offeror's organization or for whom information on past performance is not available, the Offeror may not be evaluated favorably or unfavorably on past performance. The Offeror's lack of past performance will be evaluated as an unknown/neutral having no favorable or unfavorable impact on the evaluation. 1.6 Past Performance Relevancy Ratings.
