- Description
- (1) NASA/JSC plans to issue a Request for Proposal (RFP) for the Center Safety and Fire Operations (CSFO) Contract. <p> The Government does not intend to acquire a commercial item using FAR Part 12. <p> This procurement is a total 8(a) small business set-aside. <p> The CSFO acquisition has been assigned the NAICS code 541330, Engineering Services, with a size standard of $35.5 million under the exception for Military and Aerospace Equipment and Military Weapons. <p> The contract type for the CSFO effort is Indefinite Delivery/Indefinite Quantity (IDIQ). This contract will be comprised of Cost-Plus-Fixed-Fee (CPFF) task orders (Term Form and Completion Form) and Firm-Fixed-Price (FFP) task orders. The phase-in effort will be firm-fixed price. <p> All responsible sources may submit an offer which shall be considered by the agency. <p> Sections of the Draft RFP (DRFP) have been posted to the CSFO website. <p> Prospective offerors are highly encouraged to review the posted sections of the DRFP and provide comments and questions as soon as they are identified. Comments and questions may be submitted anonymously, if desired. Any anonymous inquiries and comments should be submitted to the CSFO Acquisition Website at: http://procurement.jsc.nasa.gov/csfo/. All other comments and questions shall be submitted via email to scott.a.stephens@nasa.gov. All questions and comments must be submitted in writing by close of business on Friday, September 27, 2013. Responses to the questions will be posted on the CSFO website at http://procurement.jsc.nasa.gov/csfo/. Telephone questions will not be accepted. <p> The anticipated release date of the Final RFP is on or about October 25, 2013 with an anticipated offer due date on or about November 26, 2013. <p> Prospective offerors are encouraged to notify this office of their intent to submit an offer by email to the Contracting Officer, at scott.a.stephens@nasa.gov by September 27, 2013. <p> (2) A Preproposal Bulletin will be posted to the CSFO website on Thursday, October 31, 2013. <p> (3) The CSFO Cost and Pricing WebEx will be held on Thursday, October 31, 2013 from 9:00 a.m. to 10:30 a.m. Central Time. Please contact Scott Stephens at scott.a.stephens@nasa.gov to RSVP and request WebEx and audio conference log-in instructions no later than Wednesday, October 30, 2013 at 12:00 p.m. Central Time. <p> A confirmation email will be sent to acknowledge your reservation and provide further instructions to join the WebEx. <p> RSVP email responses shall include the following information: <p> A) Subject line: 'CSFO Cost and Pricing WebEx RSVP' <p> B) Name and address of company <p> C) Point of contact's name, telephone number, and e-mail address <p> D) Whether or not you would like your company to be added to the CSFO Interested Parties List (if you are not already included) <p> It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). <p> NASA Clause 1852.215-84, Ombudsman, is applicable.
