Description

This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The Department of Veterans Affairs, Network Contracting Office 1 intends to enter into a contract with American Society for Quality (ASQ) --Baldrige Award Administration, 600 North Plankington Avenue, Milwaukee, WI 53203. This proposed procurement is for services for which the government intends to award in accordance with FAR 6.302-1(b)(1)(i), Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. The NAICS code for this action is 813920. This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement in the future. The ASQ- Baldrige Award Administration will provide a consulting service with a team of nine (9) examiners to verify and clarify information submitted in the VA New England Healthcare System's 2013 Malcolm Baldrige Award Application. Examiners will review pertinent records, data and interview VISN and Facility leaders. The team will then submit a feedback report to the panel of judges for the National ASQ- Baldrige Award. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to this requirement no later than September 13, 2013, 4 p.m. EDT. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
