Description
J&A for Other than Full and Open Competition, FAR 6-302-1(1)(2)(iii) The 10CONS/LGCB, Contracting Squadron, USAF Academy intends extend the period of performance (in accordance with FAR clause 52.217-8 Option to Extend Services) of contract FA7000-08-C-0034, Subject to the Availability of Funding for FY14. A sole source award is anticipated to be awarded to the incumbent, American Medical Response, 6200 S Syracuse Way Ste 200, Englewood CO 80111 for a 6-month extension of services under the Firm Fixed Priced contract FA7000-08-C-0034 to maintain ongoing Ambulance Services at USAFA. This notice of intent is not a request for competitive proposals. The mod i fi ca t i on is ne c e ssa r y to p r ovide ongoing ambulance services to USAFA, while a c ompet i t i ve f ol l o w - on c ontr a c t c omp l e tes the n ece s s a r y solicitation and a ppro va l proc e sses. The proposed contract action is for services for which the Government intends to extend services under the authority of 10 U.S.C. 2304(c)(2), as implemented by FAR 6.302-1(a)(2)(iii) to provide uninterrupted ambulance services services critical to the United States Air Force Academy. This will be a non-personal services Firm-Fixed Price Contract. This wi l l be a n in - s c o p e mod i fi ca t i on to the e x i st i ng F irm F i x e d P ri c e c ontr ac t # F A7000-08-C-0034 for a to t a l of six ( 6) mon t hs, Period of Performance 1 October 2013 through 31 March 2014, estimated award on 16 September 2013. There will be one (2) CLINs for Ambulance Services and for Air Base Wing event support and special events. The period of performance must start on 1 October 2013. Responses to this notice must be received by 4:00 pm Mountain Standard Time, 13 September 2013 via email. The Government does not intend to pay for any information provided under this synopsis. Smith, Contracting Officer, (719) 333-8267 or email jerry.smith25@us.af.mil. 5352.201-9101 OMBUDSMAN (APR 2010) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
