Description

CONTRACT INFORMATION: This procurement is being procured in accordance with the Brooks A-E Act as implemented in FAR 36.600 et seq. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. The Seattle District Corps of Engineers plans to procure a wide range of engineering and technical studies in the water resources civil works field primarily in the USACE Seattle District and the Northwest Division Boundaries. This announcement will result in the award of one indefinite delivery, indefinite quantity contract. The effective period of the contract shall be a three year performance period, consisting of a base period of one year and two one year option periods, with a potential value of $6,000,000.00 (six million dollars). Work will be issued by negotiated firm fixed-priced task orders not to exceed $700,000.00. The individual task order limit refers to the maximum amount that the contractor is obligated to perform if issued a task order under the contract. Task orders above this amount may be issued provided they are within the overall $6,000,000.00 ceiling of the contract. However firms are not obligated to perform task orders exceeding $700,000.00 without a joint agreement with the Government. The contract is anticipated to be awarded in January of 2014. The primary North American Industrial Classification System (NAICS) Code for this procurement is 541330, previously Standard Industry Code (SIC) 8711. The small business size standard is $14 million annual average gross revenue for the last three fiscal years. For the purposes of this procurement, a concern is considered a small business if its average annual gross receipts are $14 million or less. This procurement is 100% set-aside for small businesses only. The wages and benefits of service employees (see FAR 22.10) performing under these contracts must be at least equal to those determined by the Department of Labor under the Service Contract Act, as determined relative to the employee's office location (not the location of the work). To be eligible for contract award, a firm must be registered in accordance with DFARS 252.204-7004, Alternate A, System for Award Management (SAM) database, prior to award of any Government contract. To obtain information regarding registering in the SAM, log on to Internet web site at http://www.SAM.gov. 2. PROJECT INFORMATION: The contractor shall perform all levels of hydrology and hydraulic engineering (including coastal engineering) for basin and project planning studies, project design analysis, flood plain analysis, dam safety analysis, and multipurpose storage project operations. Work shall include hydraulic design, analysis of hydraulic control structures, hydrologic analyses, geomorphological analysis, water management studies on various rivers, reservoirs and streams, coastal hydraulic engineering, and water quality characterization (physical, chemical, and biological) of ocean and fresh water systems throughout the Seattle District geographical boundaries. The requisite disciplines required for this contract include professionals with experience in hydraulic, hydrologic, geomorphologic, and coastal engineering and design projects. See paragraph 3(b) for a complete listing of requisite disciplines. All products shall be accomplished in the contractor's offices with the exception of meetings at USACE offices and such field investigations and field surveys as are required at project sites. The Government will not provide any direct supervision of the A/E employees. The A/E will also be required to perform an internal quality control (QC) of all deliverables. 3. SELECTION CRITERIA: The selection criteria for this particular project are listed below in descending order of importance. Criteria (a) through (e) are PRIMARY criteria and will be evaluated for all firms. Criteria (f) through (h) are SECONDARY criteria and shall only be used as 'tie-breakers' should the application of criteria numbers (a) through (e) result in firms being rated as essentially technically equal. Primary Criteria: (a) SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE: (SF 330, Part I, Section F): All projects cited shall identify start/completion dates as well as the project size (cost and scope). Provide examples of 10 projects completed within the last 5 years relating to physical and numerical hydraulic modeling and hydraulic, hydrologic and water management engineering, and design services as described in the project information paragraph above. Firms demonstrating greater experience in the subject areas will be rated higher than those without such expertise. (b) PROFESSIONAL QUALIFICATIONS: Key management and technical personnel will be evaluated based on the following criteria: education, training, registration, overall and relevant experience, longevity with firm, and voluntary certifications. The firm must provide professional qualifications of firm's staff and consultants to be assigned to projects issued under this contract in the SF 330. The following disciplines are required: Principal, Project Manager, Project Engineer, Hydraulic Engineer, Hydrologist / Hydrologic Engineer, Civil Engineer, Civil / Coastal Engineer, Coastal Scientist, Hydraulic/Hydrologic Technician, Civil Engineering Technician, Engineering Technician, Shop Tradesman (Physical Modeling), Water Quality Professional, Water Quality Technician, Sediment Transport Specialist, Fisheries Engineer, Fisheries Biologist, Biologist, Geomorphologist, Ecologist, Hydrographic Surveyor, Land Surveyor, CADD Specialist, GIS Specialist, and Certified Computer Programmer. (c) PAST PERFORMANCE: Past performance on DOD and other contracts, as determined from PPIRS and other sources. Past performance of the prime contractor will be evaluated using the Past Performance Information Retrieval System (PPIRS) databases. Government databases will be checked and previous customers may be contacted as references. All performance ratings in PPIRS for the past three (3) years shall be considered. Offerors are encouraged to review their PPIRS records by visiting http://www.ppirs.gov/. This website has information on obtaining access to a firm's record, if they currently do not have access. Past performance on DoD and other contracts with respect to cost control, quality of work, and compliance with performance schedules, as determined from ACASS and other sources. If no relevant information is available on a firm, the firm will be given a neutral evaluation regarding past performance. (d) CAPACITY of the proposed team to accomplish the work of the required type and the dollar amount stated in a one-year period. The evaluation will consider the availability of an adequate number of personnel in multi-discipline positions to support their respective area on the project team. Demonstrate the ability to complete three or more multidisciplinary contract task orders concurrently (i.e., the impact of this potential workload on the firm's permanent staff, anticipated workload during the contract period, and the firm's history of successfully completing work in compliance with performance schedules). Indicate the firm's present and projected workload and the availability of the proposed team members for the specified contract period. Demonstrate how the prime contractor will manage and coordinate the work of its staff and its subcontractors to produce integrated, cost effective solutions to task order assignments. In Section H, Page 6, of the SF 330, describe the firm's quality management plan (including team organization with an organizational chart, quality assurance procedures, cost control approach, and coordination of the in-house work with consultants). (e) KNOWLEDGE OF THE LOCALITY of the contractor as it relates to Physical and Numerical Hydraulic Modeling and Hydraulic, Hydrologic, and Water Management Engineering and Design Services within the US Army Corps of Engineers Seattle District and Northwest Division Boundaries, please refer to www.nwd.usace.army.mil for the complete Northwest Division boundaries. Demonstrated expertise in engineering and technical studies in the water resources civil works field may be rated more favorably for these criteria. Secondary Criteria: (f) SB AND SDB PARTICIPATION: As prescribed in FAR 52.219-14 (b) (1). Extent of participation of small businesses (including women-owned), small disadvantaged businesses, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the total anticipated contract effort, regardless of whether the SB, SDB, HBCU or MI is a prime contractor, subcontractor, or joint venture partner: the greater the participation, the greater the consideration. Submit small business participation plan if applicable. (g) GEOGRAPHICAL PROXIMITY: Location of the firm in the general geographic area of the USACE Seattle District and or Northwest Division offices and its engineering and construction personnel located in the Northwest Division territory. (h) EQUITABLE DISTRIBUTION OF DOD CONTRACTS: Volume of DOD A-E contract awards in the last 12 months, with the objective of effecting an equitable distribution of DOD-A-E contracts among qualified firms, including SB and SDB. 4. Marginal Way S., Seattle, WA 98134, no later than 2:00P.M. Pacific Standard Time (PST) on 3 October 2013. Submittals received after this time and date will not be accepted or considered. Facsimile transmissions will not be accepted. 5. GENERAL INSTRUCTIONS: Interested firms having the capabilities to perform this work must submit copies of SF 330 to the address below. Separate SF330 Part I and II for prime firm and all consultants are not required. Minimum font size is 10. Submit: One (1) original and three (3) copies of the requested documents, including a CD. The SF330 should be complete and specifically address the requirements of this announcement. The firm shall present a proposed organization chart and a narrative describing how the organizations will function. Those functions to be subcontracted out and to which location shall be clearly identified and at what office (specify the address of the office and key person that is assigned there). Include in your submittal the firm's DUNS number in the SF 330, Part II, Block 4. Address all Selection Criteria in descending order of importance, as defined in section 3 of this announcement, in SF 330, Section H. This is not a request for proposal (RFP). Solicitation packages are not provided and no additional project information will be given to firms during the announcement period. Cover letters and extraneous materials are not desired and will not be considered. Personal visits to discuss this contract will not be scheduled. FIRMS SLATED AS MOST HIGHLY QUALIFIED: To assist the Government in selecting the most highly qualified contractor, those firms slated as highly qualified may be interviewed or asked to submit supplemental responses.
