- This is a Small business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources:(2) whether there are small businesses, HUBZONE small businesses, service disabled veteran-owned small businesses or (8a) small businesses, veteran- owned small business, woman-owned small businesses or small disadvantaged businesses veteran owned small businesses; woman owned businesses, or small disadvantaged businesses and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your response to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable code should not submit a response to this notice. Background Information The National Institutes of Health (NIH) is the nation's foremost federally funded biomedical research institution. It is comprised of twenty-seven Institutes, Centers and Divisions. The Warren G. Magnuson Clinical Center is the on-site 267-bed hospital for the NIH campus comprised of clinical, laboratory and administrative staff who support the Institutes as they conduct clinical research working with inpatients and outpatients participating in research studies at the NIH. The Nuclear Medicine Department (NMD) (now known as the Nuclear Medicine Division) was established as an independent department within the Clinical Center in 1966 to provide radionuclide diagnostic, therapeutic and radiation safety expertise. In 2008 Nuclear Medicine became a component of the Clinical Center's Radiology and Imaging Sciences Department to provide clinical services in two broad categories: "clinical" studies (including all patient related scintigraphy for research purposes) and research support functions. NMD provides clinical diagnostic nuclear medicine tests, adopting SPECT/CT and PET/CT technologies, and bone densitometry, as well as research support for experimental radionuclide-based therapies in support of core protocols from many NIH Institutes. Nuclear Medicine is equipped with three single-photon emission computerized tomography (SPECT) gamma cameras, a SPECT/CT instrument, a PET/CT instrument, and two bone densitometers that are used to process and display patient studies. All images are centrally stored and can be accessed by investigators. The laboratories include instrumentation development, radiolabeling of proteins and peptides, and molecular biology facilities. Research support activities include those activities of the staff clinicians in support of Institute investigators' protocols. Purpose/Duties The purpose of this notice is to obtain information for a Licensed Nursing Assistant to provide reasonable accommodations to meet all requirements of applicable labor law. The NIH has a requirement for a Nursing Assistant with prior experience in working with disabled and quadriplegic employee(s). The Nursing Assistant will be responsible for providing services to accommodate the special needs of disabled and quadriplegic employee(s) with tasks to include, but are not limited to meal preparation, providing safety precautions, assisting with reaching needed materials, providing access assistance in reaching areas throughout the Clinical Center where a motorized wheelchair is not accessible, assisting in use of bathroom facilities, retrieving and carrying objects/paperwork on behalf of employee(s) and assisting employee(s) to a sufficient degree to allow employee(s) to provide adequate patient care. The Nursing Assistant must read, write and speak English. Requirements in order to perform services in the NIH Clinical Center (research hospital) include: • Recent health screening (PPD, Hepatitis B Titer, Physical Exam, Chicken Pox Hx and MMR) • Recent clinical experience • Competencies • Certifications/Skills Assessment (License from the Maryland Board of Nursing and CPR Certification) Scope of Work Provide Nursing Assistant care to accommodate the special needs of disabled and quadriplegic employee(s). Required service times may vary and the need for services could be on a part-time or full-time basis. In any event, the contractor must be available for up to seven hours per day Monday through Friday (excluding federal government holidays). The contractor shall comply with all hospital policies and requirements established by the Joint Commission on the Accreditation of Healthcare Organizations. Period of Performance 12 months from date of award with the option to extend the term of the contract for two (2) 12 month periods Government Furnished Property Government furnished property will be used only if required by the disabled employees to carry out their jobs with reasonable accommodation. NIH shall provide and maintain all equipment and supplies necessary for the contractor to carry out the services as specified herein. After review of the responses received, a combined synopsis/solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a future solicitation.
