Supervisory Training This is a COMBINED SYNOPSIS/SOLICITATION (also referred to as RFQ) for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on FEDBIZOPPS The Request for Quote (RFQ) reference number is N001891300379781. This solicitation documents and incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at http://farsite.hill.af.mil. The NAICS code is 611430 and the Small Business Standard is $10M. NAVSUP FLC Norfolk Contracting Department, Philadelphia Office intends to solicit on a Total Small Business Set Aside basis, Supervisory Training services in support of the Naval System Supply Command (NAVSUP). The training will be conducted at sites listed in the PWS beginning on 23 September 2013. All quotes in response to this RFQ shall be in writing and submitted via email at: Rhoda.meyer@navy.mil by the closing date and time set at 2:00 pm eastern time on 16 September 2013. The Government will consider information submitted by the specified closing date and time. The Government is not responsible for information that is NOT received by the closing date & time due to technical, mechanical, or other difficulties. All quotes shall include price(s), a point of contact, name and phone number, GSA contract number if applicable, business size, and payment terms. Oral communications are not acceptable in response to this notice. Note: Although travel is not priced or reimbursed separately, quoters should show how much of each CLIN is allocated for Travel as part of their quote. Only quotes for all sites will be considered. Performance Work Statement - Management Skills for Supervisors 1.0 Program Objectives Learn to effectively manage timely "real-life" challenges to increase value and effectiveness. Learn the skills to tackle and solve real-life situations with increased poise of a pro. Role-play issues such as: • Team Dysfunction • The four stages of mediation • How to survive, cope and work through layoffs • Difficulty when merging with another team or another government organization. Participant education and training should focus on building resilient and effective management skills for the difficult tasks involved with the supervisory position. Course delivery should provide participants critical tools to work with employees during the most uncomfortable situations that result in win-win positive outcomes. The core tenets during training delivery should include: • Mastering practical, proven techniques for dealing with uncomfortable, challenging situations to evade potentially litigious situations • Constructive and destructive conflict and how to capture conflict's benefits • Techniques for using conflict to increase cohesion • Leadership effectiveness / coach uncooperative employees / Effective delegation to averse employees • Writing the most demanding legally-sound performance evaluations • Defeating communication barriers to productivity • Managing survivor difficulties and strategies for helping employees overcome organizational and interpersonal obstacles to performance • Enhance Team coaching skills • Bridge communication barriers to productivity 2.0 Requirement Offerors are to present a curriculum to meet or exceed the objectives presented herein. Offerors response should include all resources to prepare courseware and deliver instruction in a formal classroom setting. The classroom will include a projector and screen. 3.0 Program Structure Audience: 80 NAVSUP HQ, (approx. 20 per session) managers and/or supervisors with three to five years experience. Most managers are involved in process / production environment. Pursuant to NMCARS 5237.102 (90) Enterprise-wide Contractor Manpower Reporting Application (ECMRA), the contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the "NAVSUP" via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at https://doncmra.nmci.navy.mil." ----End of PWS---- 52.212-2 "EVALUATION - COMMERCIAL ITEMS" The Government will award a single firm-fixed priced purchase order resulting from this solicitation/synopsis to the responsible quoter, whose quote represent the best value after evaluation in accordance with this RFQ. The quote submitted shall include Non-Price Submission and Price. The Non-Price Submission will be considered more important than Price. The Non-Price Submission includes Performance Approach and Past Performance factors that are of equal importance.. Note: each page of each copy of the Technical Submission and Price Submission shall be affixed with the following legend: "SOURCE SELECTION INFORMATION - SEE FAR 2.101 AND 3.104" 1. Non-Price Submission Non-Price Submission," is limited to a maximum of Eight (8) PAGES in length inclusive of any chart(s), diagram(s), and/or graphics(s). Each "page" is defined as one sheet, 8½ x 11", with one inch or greater margins on all sides, using a font with a point size of 12 or greater (e.g. "Times New Roman" style with 12 point font). Lines should, at a minimum, be single-spaced. Pages shall be consecutively numbered. Multiple pages, double pages, and two-sided pages, will count as an equivalent number of 8½ x 11" pages. Pages submitted in excess of the above limit will NOT be evaluated.. Performance Approach The Quoter shall provide in detail a performance approach that will successfully accomplish the requirements of the Performance Work Statement (PWS). The performance approach should address the following areas: (a) Describe the learning objectives to accomplish the PWS. (b) Provide the syllabus and content to accomplish the PWS. (c) Describe the instruction methodology to ensure the leaning objectives are met. (d) Describe the personnel qualifications and experience to be provided to perform the training that meets PWS requirements. Resume(s) may be submitted as part of the submission to demonstrate the proposed personnel qualifications. Past Performance The quoter shall demonstrate relevant Past Performance. Relevant Past Performance is experience within the past FIVE (5) years that is the same as or similar to the scope (providing training to Navy personnel in the subject area/course described in the in PWS) and magnitude (performing services of the same or similar scope described in the in PWS of a dollar value comparable to the dollar value of their quotation) to that which is described in the solicitation. To demonstrate its Past Performance, the quoter shall identify up to two (2) of its most relevant contracts or efforts within the past FIVE (5) years, and provide any other information the quoter considers relevant to the requirements of the solicitation. The quoter shall demonstrate relevant past performance or affirmatively state that it possesses no relevant past performance. The quoter shall provide a detailed explanation demonstrating the relevance of the contracts or efforts to the requirements of the solicitation and should include the following information: 1. Contract number(s), 2. Name and phone number of a point of contact at the federal, state, local government or commercial entity for which the contract was performed, 3. Contract Value (expressed in annual amounts) 4. Period of Performance, 5. Description of Services provided under the reference to include how those services relate to the requirements of the solicitation 6. Quality, delivery, or cost problems, corrective actions taken and effectiveness of the corrective actions; 7. Identification of any subcontractors used, to include a description of the extent of work performed by the subcontractor along with the annual dollar value of the subcontract. The Past Performance references will be evaluated in the aggregate in order to allow quoters who may not have the entire scope and magnitude of the requirement under one individual contract to still be considered acceptable if experience with the full scope and magnitude of the requirement can be demonstrated within the allotted number of references as described above. Only a single set of up to Two (2) references shall be submitted. The relevance of the Past Performance proposed for each quoter will be used to assess the extent of the quoter's understanding of the scope, magnitude, and complexity of the requirement and the extent of risk of unsuccessful performance. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. Quoters lacking relevant past performance history will not be evaluated favorably or unfavorably on past performance. However, the quotation of a quoter with no relevant past performance history, while not rated favorably or unfavorably for past performance, may not represent the most advantageous quote to the Government and thus, may be an unsuccessful quote when compared to the responses of other quoters. The quoter should provide the information requested above for past performance evaluation, or affirmatively state that it possesses no relevant directly related or similar past performance. If an quoter fails to provide any past performance information which is similar in scope and magnitude to that which is detailed in the RFQ or fails to affirmatively state that it possesses no relevant directly related or similar past performance, the quote may not be awardable. The Government will consider the quality of quoter's past performance. This consideration is separate and distinct from the Contracting Officer's responsibility determination. The assessment of the quoter's past performance will be used as a means of evaluating the relative capability of the quoter and other competitors to successfully meet the requirements of the RFQ. In determining the rating for the past performance evaluation factor, the Government will give greater consideration to the contracts which the Government feels are most relevant to the RFQ. If the quotation is determined unacceptable in any of the non-price evaluation factors and/or subfactors, the quotation may not be considered for award. The Government reserves the right to award the purchase order to other than the lowest priced quoter. 2. Price The submission for price shall be provided separately from all other portions of the quote. The price submission shall include a unit price and the extended amount for CLINs 0001, 0002 and 0003. The price submission should include a complete and detailed price breakdown with all elements of the cost and data supporting the quoted price including but not limited to labor rates and hours, burden rates, material lists and costs, travel charges, and "other direct costs" used in developing the price breakdown. The supporting data for "other direct costs" should include an itemization of those costs and an explanation and justification for each cost so itemized. NOTE: The complete price/cost breakdowns in support of quoted prices in this solicitation should include as applicable rates and amounts for Labor, Fringe Benefits, Social Security, Unemployment Taxes, Worker's Compensation Insurance Overhead, General & Administrative Expense, Profit, and any other costs projected by the offeror. The detailed price breakdown should be provided in sufficient detail to demonstrate compliance with the Department of Labor (DOL) Wage Determinations (e.g. for applicable labor categories, demonstrates proposed labor rates, fringe benefits and time off are at least equal to the DOL WDs specified Labor Rates, Health and Welfare (H&W) and vacation and holidays). Quoters are reminded to include a completed copy of 52.212-3 and it's ALT I with quotes along with the price submission. All clauses shall be incorporated by reference in the order. The Government may decide not to evaluate the Non-Price submission of a vendor's quote whose total evaluated price is significantly higher than the total evaluated price of another vendor's quote rated acceptable or higher and the Contracting Officer determines that any possible technical superiority of the vendor's quote would not warrant the price premium of the vendor's quote and that, therefore the vendor's quote could not be the best value A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in their quote, shall result in a binding purchase order without further action by either party. Before the quoter's specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Quoters must be registered in the System for Award Management (SAM) at: https://www.sam.gov and the Wide Area Work Flow (WAWF) at: https://wawf.eb.mil prior to solicitation closing. SAM is a Federal Government owned and operated free web site that consolidates the capabilities in legacy systems CCR/FedReg, ORCA, and EPLS.
