- Attachment (1) - Standard Form 18 Attachment 2 - FAR and USPTO Clauses REQUEST FOR QUOTES (RFQ). This is a combined synopsis/solicitation pursuant to FAR Part 12 - Acquisition of Commercial Items. The U.S. Patent and Trademark Office (USPTO) is seeking open market quotes for SmartBear SoapUI-Pro Floating User Subscription License (1-Year Subscription) Product SKU: SUIP-1Y-SBN-FL. USPTO anticipates making a single award to one (1) offeror using lowest price technically acceptable (LPTA) evaluation methodology. Refer to the attached Standard Form 18 (Attachment 1) for requirements details. Refer to (Attachment 2) for all applicable Federal Acquisition Regulation (FAR) and USPTO (Agency) Clauses.
