Description
The Naval Medical Logistics Command (NMLC) intends to award a sole source contract under the authority of FAR 6.302-1 to Hartford Hospital; Hartford, CT, 06102, to provide emergency medical simulation training that is requirement for all Submarine Force Independent Duty Corpsman "C" School and Undersea Medical Officer Candidate (UMOC) Program students. The required training encompasses the completion of five (5) terminal objectives, and forty nine (49) enabling objectives and indirectly reinforces numerous additional terminal and enabling objectives. This training includes, but it not limited to, comprehensive instruction on ACLS, ATLS, PALS, and toxicology scenarios and instruction from subject matter experts on various topics such as Trauma Medicine, Advanced Cardiac Life Support (ACLS), Respiratory Disorders, Psychiatric Disorders and Tactical Combat Casualty Care. Training is estimated at 125 students per year. The total estimated value of the contract is $150,000.00. No other vendors are capable of performing this work as Hartford Hospital has the only training facility within a 50 mile radius of the Naval Undersea Medical Institute (NUMI) that can accommodate the high volume of students, the low student to teacher ratio (3:1) and also the low student to manikin ratios (2:1) necessary to comply with the established curriculum. This Notice of Intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All capability statements received by 11:00 AM Eastern Time, 27 September 2013 will be considered by the Government. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to NMLC-Research@med.navy.mil.
