- Scope of Work for LSD Course Resource Material A. Purpose: The objective of this Contract is to develop a detailed instructor manual, basic student materials, and other resources to improve the teaching and learning experience with the aim to institutionalize the Local Solutions Development (LSD) course. B. Background: The LSD course is an innovative 40-hour internal USAID training designed, developed, and delivered by USAID staff to promote the implementation of development programs using local systems. The course provides an open space for participants and instructors to share, learn, and exchange ideas, experiences, tools and resources essential to strengthen USAID's ability to work with local organizations, partner governments, and multi-donor arrangements. All students and instructors are USAID staff. Content for the LSD course was derived from real experiences and issues. The course focuses on finding practical solutions to engage and work with local partners. The LSD course covers a variety of interrelated topics: (1) partner mapping and survey tools; (2) risk management for local awards; (3) strategic project design and grant structures; (4) local capacity development; and (5) implementation issues, including monitoring & evaluation. The LSD course was first held at USAID's Asia Regional Training Center (ARTC) in Bangkok in March 2013; a second session will be offered in Bangkok November 4-8, 2013. Course instructors are also planning subsequent sessions at USAID Missions in the region - Jakarta (March 2014) and Dhaka (May 2014). C. Course Materials: The LSD course is an innovative course that employs a peer-to-peer horizontal learning approach. The challenge to the Contractor will be to facilitate the institutionalization of the course while maintaining the participatory model. The instructor manual should allow other USAID staff to teach the course. Student materials should reinforce the learning experience. Other course resources should provide a means to keep the course materials fresh and up-to-date, allowing current and future instructors to include new examples and experiences. Course materials should interrelate for a comprehensive teaching and learning approach. D. Phases: USAID anticipates three phases for the completion of this Contract: 1. Information gathering - approximately two weeks from November 1 to November 15: The Contractor will work closely with the LSD course instructors and course organizers to gather information about the course, understand the course learning objectives and teaching philosophy. The Contractor will attend all sessions of the course offered in Bangkok November 4 to 8. The Contractor will be in Bangkok for approximately ten working days during this period. 2. Deliverable production - approximately six to ten weeks anytime between November 15 and February 14: The Contractor will work independently to develop a draft instructor manual, student materials and other course resources. As reasonably required, LSD course instructors and organizers will be available by email and telephone to answer questions and provide further information. The Contractor may be located anywhere during this period. 3. Finalization - approximately two to four weeks anytime between March 15 and April 25: The Contractor will work remotely with the LSD course instructors and course organizers to refine and finalize the deliverables. The Contractor may be located anywhere during this period but maintain reasonable communication access (email and telephone) with course organizers in Bangkok. E. Schedule: 1. Deliverables: The Contractor will produce a detailed instructor manual to allow other USAID employees to teach the LSD course. The instructor manual will summarize learning objectives; it will include all instructor presentations and student materials and handouts; it will provide script for instructors to deliver each presentation; and it will explain additional tools, notes and resources for each session. As part of this process, the Contractor will produce basic student materials to improve the learning experience for the LSD course. Further, the Contractor will produce other related course resources to improve the teaching/learning experience for the LSD course as set forth in the Contractor's proposal. Deliverables will be provided electronically and produced in Microsoft Word for text/manuals, Microsoft Excel for worksheets and Powerpoint for presentation materials. 2. Timetable: The Contractor will produce the draft deliverables before February 14, 2014 for such materials to be tested in March 2014. The Contractor will then produce the final course materials before April 25, 2014 for such materials to be used in May 2014. 3. Payment: USAID will pay the Contractor a fixed price in three equal installments at the following milestones: the successful conclusion of the Contractor's attendance at the LCD course in Bangkok; delivery of the draft course materials in form and substance to the satisfaction of USAID; and delivery of the final course materials in form and substance to the satisfaction of USAID. F. Assumptions: 1. USAID will deliver the LSD course at the ARTC in Bangkok from November 4 to 8, 2013. USAID will provide the Contractor with all presentation and course materials on or before November 8, 2013. USAID may be able to provide the Contractor with a sound recording of the course presentations. 2. LSD course instructors will be available to discuss the course during the week of November 4. LSD course organizers will be available to discuss the course during the week of November 10. 3. USAID will provide the Contractor with a suitable work environment during business hours for about 10 workdays at the ARTC, including wireless Internet access, photocopy equipment and basic office space. The Contractor will provide all other necessary equipment and materials for the Contractor to operate effectively, including computer equipment. 4. USAID will deliver the LSD course sometime in March 2014 using the draft course materials developed by the Contractor. USAID will then provide comments, feedback and suggestions to the Contractor to revise the draft course materials. 5. When not in Bangkok, the Contractor will have Internet and telephone access and be available for regular communication with USAID staff in Bangkok, which may involve working irregular hours due to the time difference. 6. All materials developed become the property of USAID and are not for use or distribution by any other entity. G. Evaluation: USAID will evaluate proposals based on the following criteria: 1. Price will be a factor in the evaluation of all proposals. (30%) 2. Quality of the deliverables will be a factor in the evaluation of all proposals. Proposals should include a brief description of the Contractor's proposed methodology to produce the instructor manual, student materials, and other support materials. Innovative proposals that would allow course materials to be updated after this Contract will be of particular interest. (40%) 3. Experience and knowledge of USAID, international development, peer-to-peer learning, and working with local systems will be factors in the evaluation of all proposals. (20%) 4. Past Performance with USAID and the USG will be a factor in the evaluation of all proposals. The successful bidder will be expected to follow the provisions of the Fly America Act.
