Description
Modification: It was determined that Line Items 1 and 2 in the Schedule B were duplicates, this Mod list the correct requirment for Line Items 1 and 2. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplement with additional information in this notice. This announcement constitutes the ONLY solicitation and no other solicitation document will be issued. This solicitation is issued as a Request for Quote number RFQ HSCG44-13-Q-PCZ795. This number is for tracking purposes only. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-69. This procurement will be processed in accordance with FAR Parts 12. The North American Industry Classification System (NAICS) is 334111. The SBA size standard is 1000 EMP. Due to this Acquisition being considered to be a Sole Source Procurement it is not anticipated that the Contracting Officer will receive two (2) or more Offers from qualified Small Business Concerns; therefore in accordance with IAW FAR 19.502-2(a) This IS NOT A Small Business Set-A-Side. See Justification for Other than Full and Open Competition (JOTFOC) below. The USCG Command, Control and Communications Engineering Center (C3CEN) Portsmouth, VA 23703 for the purchase of: 15 Each : Coast Guard Globestar II Desktop Training Lab Systems and 1 Each: Coast Guard Globestar II Desktop Training Lab System Base System Components located at USCG C3CEN located at 4000 Coast Guard Blvd. Portsmouth, VA 23703. The proposed contract action resulting from this synopsis/solicitation for commercial items is the Government's intention to solicit and negotiate with only one source under the authority of FAR 6.302.1 and 13.106-1(b). Interested persons/parties may indentify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within five (5) days after date of publication of this synopsis/solicitation will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement, and for informational purposes for future acquisitions. The contractor for this proposed Sole Source contract is: CCS Incorporated 105 industrial Drive, Christiansburg, VA 24073-2536; Cage Code 1NYZ1. A SAMS/BINCS Contractor Verification information seach was conducted on 4 Sept 2013 by the Contracting officer listed below. This is considered to be a Sole Source Acquisition. See attached Justification for Other Than Full and Open Competition (JOTFOC). The Coast guard does not own nor can they obtain specifications, drawings, plans or other technical data for this item. Request for drawings/specs will be disregarded. Items are to be new items. Used or Refurbished items are not acceptable. Substitutes proposed will NOT be considered for Award. The acquisition of One (1) Each of: Coast Guard Globestar II System (PN: 001368-01). 3. Description of supplies or services required to meet the agency's needs (including the estimated value). The model we are requesting to purchase is the Coast Guard Globestar II Desktop Lab System (NON-60945 Compliant). And the Coast Guard Globestar II System. Estimated Value: $40,000.00 4. An identification of the statutory authority permitting other than full and open competition: This statutory authority permitting other than full and open competition is 10 USC 2304(c) (1) implemented by FAR Subpart 6.302-1, entitled "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". 5. A Demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited: CCS Incorporated is the only vendor who can provide Coast Guard Globestar II Desktops. 6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including wheather a notice was or will be publicized as required bt Subpart 5.2 and, if not which exception under 5.202 applies: A Request for Quotation (RFQ) will be posted on FedBizOps for any contractor that feels they can provide these items as specified, to provide a price quote. 7. Determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable: A Request for Quotation (RFQ) will be posted on FedBizOps for any contractor that feels they can provide these items as specified, to provide a price quote. 8. A description of the market research conducted (see part 10) and the results or a statement of the reason market research was not conducted: Attempted to find comparable computer systems from Best Buy and Dell was unable to locate such computer systems. Best Buy no longer sells brand new computers with the Intel Core 2 Duo processor; I was only able to find refurbished computers. All other computers at a comparable price as the computer systems quoted by CCS Inc have completely different internal components and there is no guarantee that those will work with the current or future versions of the CG- ECDIS navigation software that we wish to run on them. 9. Any other facts supporting the use of other than full and open Competition such as: (i) Explanation of why technical data packages, specifications, engineering descriptions, statements of work, or purchase descriptions suitable for full and open competition have not been developed or are not available. (ii) When 6.302-1 is cited for follow-on acquisitions as described in 6.302-1(a)(2)(ii), an estimate of the cost to the Government that would be duplicated and how the estimate was derived. (iii) When 6.302-2 is cited, data, estimated cost, or other rationale as to the extent and nature of the harm to the Government. The components within the Coast Guard Globestar II computer systems quoted are older and outdated compared to computer systems that can be purchased off the shelf from large companies such as Dell or HP. Due to the nature of the ever changing computer industry the only companies that would be able to supply these computer systems would be ones that custom build computers for customers, that have access to older computer components. 10. A listing of sources, if any, that expressed, in writing, an interest in the acquisition: None at this time 11. A statement of actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisitions for the supplies or services required: None at this time 12.
