Description
THIS FILE CONTAINS THE SOLICITATION (RFP) AND SCOPE OF WORK This is a combined Synopsis/Solicitation Notice for commercial items issued pursuant to FAR Subpart 12. Under this notice, the United States Army Corps of Engineers - Chicago District is issuing a proposal package for consideration of technical and price proposals from businesses capable of performing the scope of work. The work is for the SUPPLY AND INSTALL OF PROGRAMMABLE LOGIC SYSTEMS AT THE CHICAGO HARBOR LOCK GATES, CHICAGO HARBOR LOCK, CHICAGO, IL as outlined in the Scope of Work. Proposals are being requested and a written solicitation is attached. The solicitation number is W912P6-13-R-0024. The project consists of the contractor providing a system's configuration plan and installing the system. This will produce upgrades to the existing PROGRAMMABLE LOGIC CONTROL SYSTEM (PLC) of the Chicago Lock Gates. Under the contract, the contractor will be required to replace the current hard wired control system with a PLC system and provide a hard-wired backup control system in the event of PLC failure; operators will need to monitor and control lock operations via one or more PC-based operator stations; the contractor will be required to provide all hardware, software, programming, testing, troubleshooting, cables, equipment, wiring devices, boxes, enclosures, and labor as necessary for a complete and functional system; and, the contractor will be responsible for all items required to make a complete and operable installation by 30 April 2014. Upon completion of work, the contractor must turn over a complete and workable PLC Lock control system and hard-wired backup system. All existing lock functionality shall be preserved. The applicable Size Standard is North American Industry Classification System (NAICS) Code 334419, with a Small Business size standard of 500 employees. Competition for this acquisition is UNRESTRICTED BUSINESS SIZE. SUBMITTAL DUE DATE AND TIME: The contractor shall provide a proposal package to Anita Simpkins, Contract Specialist. Submittals must be furnished by 5:30 p.m. CDT on 23 September 2013. Contractors shall mail their packages to: Ms. ANITA SIMPKINS DEPARTMENT OF THE ARMY CHICAGO DISTRICT, CORPS OF ENGINEERS 231 South LaSalle Street, Suite 1500 (Contracting Branch) Chicago, Illinois 60604 IMPORTANT NOTES: (1) MANDATORY Site Visit The Contractor shall visit the site to become familiar with the site conditions and present PLC/relay control system installation, prior to SUBMITTING A PROPOSAL FOR THE JOB and performing any work. Attendance to the site visit prior to submitting a PROPOSAL is mandatory for those contractors intending to provide a proposal. Similar work has already been performed at several other Corps of Engineer Locks in New Orleans District. The Contractor may visit one of these locks to view the comparable new PLC system prior to bidding this work. The contractor would need to coordinate in advance, this visit with the contracting department at the Chicago US Army Corps of Engineers office and must also coordinate with the local Lockmaster of the facility to be visited.
