Solicitation Number: SSS-2013-002 Notice Type: Combined Synopsis/Solicitation Synopsis: Added: <input name="dnf_class_values[procurement_notice][description][0][added_on]" type="hidden" value="2013-09-13 12:05:53" /> Sep 13, 2013 7:30 pm This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is SSS-2013-002 and is issued as a request for Quotation (RFQ)), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-69. The associated North American Industrial Classification System (NAICS) code for this procurement is 334118 with a small business size standard of 1,000.00 employees. This requirement is a [Small Business] set-aside and only qualified offers may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2013-09-18 16:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Arlington, VA 22209. The Selective service System has a temporary need for a contractor to provide the review and development of Agency policy and procedures in the areas of publications and records management, mail, U.S. Government forms program, particular correspondence controls, publications, Headquarters Orders, Directives, and inquiries citing the Freedom of Information and/or Privacy Acts. Further, the contractor will be responsible for creating a digital library/e-library for the Selective Service System. The e-library will include books, articles, periodicals, documents, reference books and materials, photographs, and other media files. •1. Provide advice, views, opinions, alternatives, or recommendations on a temporary and intermittent basis concerning issues, problems, or questions presented pertaining to overall publications record management. •2. Incumbent shall perform without a regularly scheduled tour of duty. As a temporary consultant, his/her employment shall not exceed one year. •3. Provide input for Selective Service System's publications and record manager functions for all records and publication documents stored and maintained for Selective Service. •4. As the Agency's interim SSS Reports Control Officer, reviews requests forms and data collection affecting the public, all of which require OMB approval. •5. Assure appropriate internal reviews and documentation are complete, and advises the Agency's Records and Publications Manager about negotiations to obtain OMB approval for these actions. Incumbent also ensures the appropriate notices are prepared and published in The Federal Register. •6. Implement studies and provide data analysis based on stated objectives concerning operational phases of the publications system to improve publications distribution and inventory. •7. Analyze and provide recommendations/alternatives for improvements in publications, forms, Headquarters Orders and Directives systems to include procedures for issuing printing requests, distribution and inventory. •8. Maintain financial/procurement records for Publications and Records. •9. Serve as a source of advice and provide assistance to the Records Manager and Agency staff concerning Agency publications for proper formatting, determining distribution requirements and coordination processes. •10. Responsible for updating and verifying accuracy of the Administration Service Manual, Chapters 765, Publications Program 720, Forms Program; and Program 795, Mail Management Program. •11. Responsible for the design and implementation of the operating maintenance procedures for the Automated Publications Control System. Responsible for maintenance, update, and distribution of Agency Publications; maintains control logs and checks all publications for accuracy and correct format in accordance with Agency criteria. B. Digital Library: •1. The e-library will be an integral part of Selective Service System's website and will be able to be accessed by SSS staff and the public at large for general information inquiries and research. •2. Contractor will ensure that all reproduction, copying, and access to materials in the e-library are legal and adhere to the Privacy Act, Copyright Laws etc. •3. Contractor will oversee the reproduction and scanning of all materials and will be responsible for ensuring that the integrity of the materials is maintained during this process. •4. Contractor will review materials with subject expert SSS staff to determine additions to the e-library's inventory. The contractor will develop general guidelines to aid in this process. •5. Contractor will prepare a brief annotated bibliography, summary, and or description to accompany each item. Contractor will include ISBN number for items when available. Additionally contractor will determine how best to catalogue or organize the contents of the e-library. Contractor will work closely with the SSS's IT Department to develop navigation and search tools. The priority is always ease of use for the public. •6. Contractor will work closely with SSS's IT office during entire process from creating to maintaining e-library on Selective Service System's website. •7. Contractor will prepare budget for creating and maintaining e-library with detailed description of resources needed. •8. Contractor will also develop a check-out/return process for all items in the existing physical libraries maintained by SSS NHQ Public and Intergovernmental Affairs and the Operations Directorate. •9. Contractor will review, organize and catalogue all documents and files that are currently being housed at the Selective Service System warehouse. This will be a major undertaking given the volume and types of the documents and files sent to the warehouse. There may be some walking, standing, bending or carrying of light items. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to FAR 4.1102 and other applicable regulations and guidelines.
